Most gracious day of peace & love!

November 11, 2011 just passed away. It was a momentous event as energy spots, grids, and 4th dimensional portals across the globe gyrated with tremendous amplitudes, the influxes impacting immensely on those whose awareness is ever readier for the Ascension Day just 55 weeks ahead. Surreptitiously riding a-crest the November waves are the minions of Satan or Ahriman across the globe, sponsoring surreptitious conferences aimed at capturing as many unsuspecting souls whom they can drag along their post-2012 incarceration agenda (they will be banished in a new planet in Kama Loka or Hell, the lowest sub-plane of the astral plane).

Satan (Ahriman, Behemoth) took over the reign of power left behind by Lucifer who was punitively deprogrammed over 3 decades ago. Niched in the 3rd plane, Satan and his minions of Fallen Ones use the mental plane as a battle ground to trap souls in the dense spheres. Propagation of atheism and the usage of ‘cold forces’ to exterminate humans en masse are the agenda of the Ahrimanians or Satanists. There too are Ahrimanians using the Cult as platform for enslaving souls, the cults being fairly recent and are of the New Age variety.

Luciferans are now on the gradual retreat, and as they do this the Satanists down the ground keep busy to shore up whatever left-over strengths they have to enslave souls in their favor. Just recently, their puppet groups conducted a dubiously secretive 3-day conference in Manila. The event was dubbed as Cosmic in nature, which is true to the extent that it represents Cosmic Evil and gyrates with blasts of negative energies that could only lead to adverse effects on participants who are the least prepared for it. [Witness accounts from among the participants, shared thru a social network, amplify evidence to such expected adverse effects.]

I got wind up of the forthcoming event as early as mid-October yet. It was publicly announced in a UFO conference by a member of the cult group BROMOKI which seems to front for a broader coalition of cults and New Age groups with surreptitious agenda (surreptitious as their intentions are done without transparency). The BROMOKI has been orchestrating a so-called Spiritual Government for PH, a dubious bloc that doesn’t have a mandate from the true Spiritual Government led by Lord Sanat Kumara (based in Shamballah), Planetary Logos of Earth and guiding deity among the Lords of the Flame who oversee spiritual evolution on Earth since their arrival 18.5 million years ago yet.

Whether the said New Age cults know what Powers are behind them and where they are being brought to, are queries worth investigating. But what is clear to me is this: the true spiritual Brotherhood, the Brotherhood of Light to which this guru is an Initiated Fellow (I ascended spiritually in 2008), has no plan whatsoever of forming super-organizations in preparation for post-2012. The Brothers of Light rather have it on the agenda to let diverse networks of cosmic awareness persons and groups traverse along parallel trajectories, not by forming super-organizations or coalitions but by interconnecting through subtle threads of Light.

A week before the conference was held, couples of would-be volunteers for an ET interest group here (name withheld) called me up to consult me about the conference. I flatly told them that the Ascended Masters—who are Divine Elders tasked to lead and aid human beings in their evolutionary sojourns—have nothing to do with the conference being sponsored by a supposed Cosmic Office. Accordingly, they were told that the conference was all about God or is cosmic in nature, a contention that is filled with ambiguity even as it smacks of kindergarten stuff for ridicule.

Isn’t it a Standard Operating Procedure to provide the conference participants a copy of the theme and the agenda? There was no such advanced copy of the agenda. Also, the venue suddenly switched from the original Shangrila Hotel to another venue (a Makati hotel), thus making it all the more clear that the Shangrila thing was merely a decoy or camouflage for the real venue. Why were the sponsors concealing the knowledge about the venue?

So scared were the enquirers that they backed off from participating in the conference after hearing my preliminary analytical peregrination. Not only that, chances are they might no longer get active in the ET interest group which seems more of a pliant sub-altern for the New Age cult BROMOKI, unless the former can prove its sterling autonomy from cult coalitions which isn’t too late a thing for it to do.

I did my own investigative scan of the conference using the meditation tool, while at the same time registering the event before office of Archangel Gabriel and the Darjeeling Council of the Brotherhood for monitoring. Couples of visions appeared during the 3 nights of scanning, the following three images being the most focal:

· A Military Officer: A fatigue-clad officer, standing in side view facing West, with beret-type head gear, fair-skinned. I couldn’t decipher the nationality of this man, but clearly his role has to do with central supervision and monitoring of the event (to succeed).

· A building: An edifice that was solitarily standing in a large tract of land. I intuited that this was the building that served as central hub for commanding the conduct of the Manila conference and possibly satellite conferences across the globe. Most probably transmitters connect this building to certain ElectroMagnetic or EM transducers used as thought-bending equipment. Satellite-borne, the EM transducers are then beamed on any conference the Satanists conduct anywhere in the world.

· Very dark-hued Horned One with glowing short-tipped horns: Satan himself. This vision appeared last night, the night after the last day of the conference. This is the last evidence to indicate Who is in command of the sponsors of the cosmic evil conference. With this evidence at hand, I rest my case.

I could only surmise at how many of the participants ended up with fragmented psyche to the disheveled state of Multiple Personality Disorder of MPD. An MPD or schizoid is so pliant a subject for evil manipulators that the former can be easily commanded to do dirty tasks using the widely popularized hypnotic tools. Black Magic or Left Hand circles are so full of these MPDs and sociopaths, though many of them aren’t even aware of their being manipulated (such as the fake Lightworkers inside social networks who slander, insult, defame the true Lightworkers and the spiritual masters, and spread grand lies or deceptions of every kind).

Be forewarned about similar conferences going on in your country or area. Immediately report them to the Archangels Michael and Gabriel, and get yourselves extra protection with the Blue Ray of the Divine Ones while such conferences go on. Rest assured all those puppets of the Evil Ones will be imprisoned in the Kama Loka Planet (Hell) that is now awaiting them, or be destroyed accordingly in accordance with their abominations.

Human traffick is meant to exploit laborers. This is a commonsensical truth that even kindergarten minds can pretty understand well.

Following the trend for crimes that have become globalized, so has human traffick become globalized as mafia rings and petty criminals engage in the luscious trade of peddling illegal human resource. Some human traffick outfits utilize the labor recruits for transiting narcotics and precious metals & minerals (gold, diamond), with many of such ‘mules’ landing in jail eventually.

Awareness Campaign against Trafficking and Labour Exploitation Marks World Day for Decent Work

The IOM led Berlin Alliance against Labour Trafficking is today launching a nationwide campaign to raise public awareness on the issue of trafficking for labour exploitation.

The campaign, which will run until the end of November throughout Germany, urges the public to think about the links that exist between human trafficking and labour exploitation, which are largely driven by a relentless demand for cheap labour and services.

According to estimates of the International Labour Organization (ILO), at least 12.3 million people worldwide are victims of forced labour.

"Trafficking for labour exploitation is often not recognized at first glance," says Philipp Schwertmann, Head of the IOM Germany Counter-Trafficking Team. "This crime is nevertheless widespread in many different industries, including the restaurant and catering sectors, private household services and in the construction and agricultural sectors."

Victims of trafficking for forced labour have no other choice but to work unduly long hours with little to no pay, with high debts often owed to recruitment agencies and threats of violence from employers.

As part of the campaign, a dedicated website containing general information about trafficking for labour exploitation, information on the rights of employees and available counselling services in 14 different languages is also being launched today.

It includes industry-specific indicator lists to help identify trafficking and labour exploitation as well as a selection of case descriptions from within Germany and abroad.

Billboards underlying the hidden and harmful nature of trafficking for labour exploitation will be distributed throughout the country and a video will be shown in movie theatres in Berlin and on the Berlin subway screens.

The World Day for Decent Work is commemorated globally. It was established in 2008 by the International Trade Union Confederation (ITUC) to promote humane working conditions.

The Berlin Alliance against Labour Trafficking is a joint project between the IOM, the confederation of German Trade Unions (DGB), the International Labour Organization (ILO) and the Berlin Senate Department for Integration, Work and Social Issues (SenIAS).

Mad bombings in Abuja won’t stop social development work by the UN agencies notably the United Nations Development Programme o UNDP. This is surely a most welcome move, as UN workers involved in social development have brought home results based on our experiences in PH and Asia.

I still recall the blog I published earlier about the Abuja bombing. After posting it, so-called ‘liberal’ in a blog site retorted that “the UN is an evil agency.” Liberalism and conservatism are two sides of the same coin, and the dividing line between the liberal-conservative domain and fascism is a thin one. Political partisans are of the Herd mind or morons who are in fact being orchestrated from Above by the ideological operators of global Elites to continuously foment global anarchy or ‘synarchy’ and polarization.

True, the United Nations is being maneuvered by the Rockefeller section of the global elites, the same Rockefellers who donated the UN estate in New York. But to say that the UN is an instrument to make morons out of the non-Western participants (the global Elites are centered in the West) is to reveal the partisans’ ridiculously substandard to subhuman minds.

Killing social development personnel of the UN agency isn’t justified at all by the maneuverings being done by the Elites within the UN. Only Demoniacs or sociopaths would feel glorified by the deaths of true professionals and community servants in the hands of terrorists.

Nigeria: UN work continues after bombing, says UNDP chief

Abuja UNDP Chief Helen Clark met with UN staff and toured the damaged UN headquarters in Abuja yesterday on the first day of her three day official visit to Nigeria.

“These were unarmed civilians who had dedicated their lives to helping the people of Nigeria,” said Clark after she laid a wreath at the site of the bombing. “This senseless attack will not stop our critical development work here.”

The August 26 bomb blast killed 23 people, including 11 UN staff, and injured more than 100.

“I have been very shocked, and to see the scale here today is very sobering indeed.”

Later in the day, Clark met with Nigerian President Goodluck Jonathan who expressed condolences to the UN and lauded UNDP’s work globally. Speaking after the meeting, Helen Clark thanked the President for his support and pledged continued support to Nigeria’s development priorities, including the President’s job creation scheme.

“Nigeria has a tremendous role to play in the continent, and overcoming its challenges can be a lesson for other countries,” she said. “With the threat of global recession, times are tough, and we will also focus our efforts on the imperative of employment, so as to fulfil the aspirations of young people.”

The President acknowledged that youth unemployment remained a challenge in Nigeria, and that by November of this year, 56% of the 166 million Nigerians will be under the age of 35.

“These young people have to acquire skills, find work, proper housing, and a place in society,” said President Jonathan. “We want every young person to create employment for 5 other young people, and thus develop a multiplier effect. We are launching a major youth entrepreneurship program this month, and we welcome our partners’ assistance in this initiative.”

Helen Clark also met with the Minister of the National Planning Commission Dr. Shamsudeen Usman, Minister of Foreign Affairs Olugbenga Ashiru, and Minister of Finance Ngozi Okonjo Iweala. She is accompanied by Assistant Secretary General and Director of UNDP Africa Bureau, Mr. Tegegnework Gettu.

CITIES’ CRIME PREVENTION GUIDELINE BY UN AGENCIES

Cities can be made safer as shown by big cities such as New York and Manila where crime rates have significantly dropped in recent years. Such local peace & order initiatives just recently received a greater boost as United Nations agencies launched a Safer Cities Program.

The UN-Habitat and UNODC in particular officially released the guideline for crime prevention in urban areas entitled Introductory Handbook on Policing Urban Space. The guideline is tailor fit for rapidly growing cities in poor and middle income developing countries.

In my opinion, this book is a must-read by the police and LGUs of affected cities. The report is reflected below. Relevant agencies as well as policy & governance think-tanks better take hold of the book by contacting the UN agencies concerned.

UN-HABITAT and UNODC release guidelines to help prevent crime in urban areas.

Under the Safer Cities Program, UNODC and UNHABITAT have issued a handbook to help prevent crime in cities and towns. The handbook, entitled Introductory Handbook on Policing Urban Space provides policy makers and practitioners, including government officials, police, municipal planners and members of civic groups, with strategies and good governance practices to help understand crime and crime prevention patterns in order to better control crime trends in rapidly growing cities in low- and middle-income countries.

Among the promising practices highlighted in the handbook are: state officials must establish links between police and other state institutions in order to effectively incorporate security concerns into wider government efforts; city planners should contribute to discussions about security and develop relations with police; and collaboration between urban planners, civil society, government officials, police and communities is essential in combating crime.

The handbook examines a variety of crime control strategies, including community-oriented policing, problem-oriented policing, intelligence-led policing, situational crime prevention and crime prevention through environmental design. It also addresses broader principles of managing urban spaces to control crime and strategies for evaluating crime control programmes.

The handbook includes references to efforts to control crime in the following countries: Brazil, Canada, Chile, Colombia, El Salvador, India, Jamaica, Kenya, Mexico, South Africa, the United Kingdom of Great Britain and Northern Ireland and the United States of America.

Gracious day from the Pearl of the Orient!

In this note are some updates about the regional security for Latin America. The very gladdening news is that, over the last two decades or so, the security situation in the region had dramatically improved.

Once the hub of populist and militarist tyrants, when Latin American security was ignominiously tied up to the USA’s that was for a long time the power hegemon of the Americas, the ideological-political streams and governance formations have drastically changed. The southern corridor of the Americas has turned pink politics-wise, while drug cartels serve as growing menace to national and regional security.

The Monroe Doctrine melted down, thus bringing forth greater challenges to Latin Americans to provide for their security needs. As the USA’s commitment moves on to new terrains such as supporting

governance reforms and stumping out drug cartels, institutional spaces are made available for Latin Americans to craft their own security arrangements based on emerging needs, including security related to climate change.

I am pleased to be participating in this event which forms part of UNDP´s 50th anniversary celebration of its presence here in Mexico.

Regional security, citizenry, and development are the broad, yet inter-related, themes of our discussion today.

Binding them together is democratic governance which underpins citizen security, public safety, and trust in the forces of law and order.

In the last two decades or so, Latin America’s quest for democratic governance has made great progress, with the strengthening of electoral democracy and a steady transition towards civilian and more transparent forms of governance.

These achievements followed a recent past in quite a number of Latin American countries which was characterized by the violence of repression by military or other authoritarian political regimes which limited citizens’ rights.

Since then dramatic steps have been taken in many countries to embrace the democratic project fully by reforming political institutions and upholding the rule of law.

Commitment and transition to democratic governance, however, is not enough on its own. Insecurity and inequality continue to challenge many Latin American democracies. With an average of approximately 25 murders per 100,000 inhabitants, Latin America is among the most violent regions in the world. In Central America, more than 18,000 people were victims of homicide in 2010 alone.

Insecurity is a threat to democratic governance and development progress. Societies and states are sometimes tempted to use illegal means to fight crime, and the public debate on insecurity can become unduly polarised.

The cost of dealing with insecurity is revenue diverted from investments in education, health, and other areas which are vital for human development. In El Salvador, for example, the annual total costs of violence have been estimated at a massive 10.8 per cent of GDP.

Transnational criminal organizations pose a great threat to state security institutions whose mandate is limited to the national context. More co-ordination across borders in matters of intelligence, security, and policing is needed to combat these gangs.

Effective national and local institutions are critical for fighting crime and enabling the state to protect its citizens. UNDP’s experience of working on these issues suggests that comprehensive violence reduction plans are needed, both to strengthen the relevant institutions and to support communities to create more secure environments. Efforts to reduce crime, also need to be guided by human rights principles and the rule of law.

Building resilient nations which can help prevent and reduce violence and crime falls within UNDP’s core mandate. We are currently supporting citizen security programmes and providing high level advice in this area in at least ten countries in the region. We have helped governments develop and implement comprehensive regional and national plans, promoted legal reforms and innovative approaches to managing local security, and supported reforms to justice and law enforcement institutions.

Some countries in Latin America, including Chile, Uruguay, and Colombia, have managed to decrease levels of violence or maintain low levels. Sharing the experience of how that was made possible may help inform policy approaches in other countries too.

UNDP has chosen citizen security as the theme for its next Latin American Human Development Report. The report will be co-ordinated by Mexican scholar and former public official, Dr. Rafael Fernández de Castro. Our aim is to offer a comprehensive assessment of the main challenges to citizen security, and the changes which this phenomenon has undergone in recent years. We hope that the report will contribute to enhanced human development, governance, and citizen security across Latin America and the Caribbean.

Leadership

Helen Clark became the Administrator of the United Nations Development Programme on 17 April 2009, and is the first woman to lead the organization. She is also the Chair of the United Nations Development Group, a committee consisting of the heads of all UN funds, programmes and departments working on development issues.

The sordid, abominable bombing of a UN office in Nigeria by demonic jihadists claimed the lives of truly ennobled souls who were doing their sterling missions in Africa. A very shocking news indeed, as the jihadists have shown their total numbness and lack of compunction in killing their perceived enemies.

Only those possessed of the Demonic Mind will support terror groups and their abominable attacks on helpless people anywhere in our planet. The jihadists’ latest cruelty in Nigeria has all the more driven the global citizens to declare the ‘handwriting on the wall’ of religious fanaticism and intolerance.

Abuja, Nigeria - The United Nations in Nigeria today announced the complete list of names of 11 UN staff members among the 23 people who lost their lives in the 26 August bomb attack on the UN House in the Nigerian capital, Abuja.

Those killed in the attack were: Ms. Rahmat Abdullahi, UNDevelopment Programme (UNDP); Mr. Musa Ali, World Health Organization (WHO);Mr. Johnson Awotunde, UN Children’s Fund (UNICEF); Dr. Edward Dede, WHO; Mr.Elisha Enaburekhan, Joint United Nations Programme on HIV/AIDS (UNAIDS); Mr.Ahmed Abiodun Adewale Kareem, UNICEF; Ms. Ingrid Midtgaard, UN Office on Drugsand Crime; Mr. Iliya David Musa, UNDP; Mrs. Felicia Nkwuokwu, UNDP; Mr. StephenObamoh, UNDP; Mr. Abraham A. Osunsaya, WHO.

“These men and women devoted their lives to improving the living conditions of ordinary Nigerians across the country,” said Mr. Daouda Touré, UN Resident Coordinator. “We will never forget them. Nor will we forge tthe passion and courage with which they proudly served the mission and ideals of the United Nations.”

An additional 116 people were injured in the Abuja explosion, including 64 UN staff members, 36 non-UN staff and 16 who currently remain unidentified.

Since 26 August, the UN has focused attention on securingmedical care, counselling and other essential needs for staff members and theirrelatives. The Nigerian government has been ensuring medical coverage forinjured non-UN staff.

UN work in the country continues with a business-continuity plan and ongoing delivery of the organization’s 2011 programme focused on improving the lives of the poor, addressing hunger, disease and illiteracy, and promoting respect for civil rights and freedoms.

ANTI-NANOTECH BOMBERS BLAST MEXICO!

Ecofascist anarchy is on the rise across the planet. Its advocates are largely obscurantists who most likely suffer from sociopathy, and who are in search of ideological castings that can give them the drug fix of sorts to satiate their sadistic bloodlusts.

A case in point of ecofascist attack was the one that targeted nanotech scientists in Mexico. The anarchic group claims that nanotech will render the Earth into a ‘grey goo’ (whatever that means). Their bombing campaign injured two professors at the Monterrey Institute of Technology and Higher Education or ITESM.

The group calls itself Individuals Tending Towards Savagery, and published a blog statement where they claimed responsibility for the attack. The summary report about the bombing incident is shown below.

[MEXICO CITY] Recent bomb attacks targeting Mexican scientists have been orchestrated by a radical group that opposes nanotechnology and may be planning further attacks against individual scientists, according to its manifesto.

Two professors were injured while opening a package containing a home-made bomb at one of the Monterrey Institute of Technology and Higher Education (ITESM) campuses in Mexico earlier this month (8 August).

According to local authorities, the attack came from the group called 'Individuals Tending Towards Savagery', which took responsibility through a blog post detailing bomb construction that matched the evidence found by the police.

The group has published a 5,400 word manifesto, which claims that nanotechnology research will cause "the Earth [to] become a grey goo in which intelligent nano-machines will rule".

"Many might say technology has improved medicine, and might label us as inhumane … but this is just a trap of the system," the manifesto says, denouncing nanotechnology as global domination propaganda.

The declaration states that it targets individuals, rather than institutions, and it names five other nanotechnology scientists. The group has also claimed responsibility for two previous bomb attacks, in April and May, against Oscar Camacho, a researcher at Mexico's National Polytechnic Institute.

ITESM has taken security measures such as installing metal detectors, using police dogs, and conducting vehicle and package inspections, but other research institutions are uncertain about how to react.

"The government's response was slow, especially on stating a clearer and stronger message condemning these acts," Manuel Torres, director of the Institute of Physics at Mexico's National Autonomous University, told SciDev.Net.

But Torres added that the institute has received advice from the government on security measures, such as dealing with incoming mail and possible phone threats.

Silvia Ribeiro, Latin America director for the ETC Group, which opposes unregulated nanotechnology products, told SciDev.Net: "We absolutely condemn these [bombing] acts".

Ribeiro added that they instead promote open and informed debates involving scientists and society.

Arturo Barba, science journalist and director of the news agency Sapiens, told SciDev.Net that poor government support for research may be more harmful in the long run than such attacks.

"The Mexican government has already beaten these 'savages' to it by destroying Latin America's most important nanotech lab," he said, referring to the dismantling of a prestigious nanotechnology research group due to disagreements with the administration.

Barba said that factors such as insufficient media coverage of science; scientists with little interest in communicating their work; authorities that do not rely on scientific advice; and poor public education add up to "an ideal breeding ground for episodes like this".

But he added that it is strange for such a group to strike in Mexico, because Mexico is not one of the best countries in nanotechnology; and even stranger to attack ITESM, as there are many more research centres that are more advanced in the subject.

Torres said: "I don't believe we should change the way this kind of research is conducted — and even less consider giving up nanotechnology development. But, inevitably, we will have to think about how we communicate these topics".

Those more aware fellows on Earth may be reflecting right now about the long-term agenda of the global oligarchy regarding population. We note the rise of the neo-Malthusians within and outside the UN and international bodies from the 70s onwards, their position buttressing the toxic ‘greenies’ demonization of humans as the cause of the planet’s predicament.

The greenies’ and Malthusian’s causes do tie up, as they are among the paid Pied Pipers of the global oligarchy for the long-term agenda of depopulating the planet. The global elite’s disdain of masses of humans, who they refer to as ‘useless Eaters’, do make sense when we reflect about the wars, pandemics, induced cyclones and earthquakes, and many more phenomena that tend to reduce the populations en masse at any given instance.

Investigations by EIR have uncovered a planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world’s population by 2 billion people through war, famine, disease and any other means necessary. This apparatus, which includes various levels of the government is determining U.S. foreign policy. In every political hotspot — El Salvador, the so-called arc of crisis in the Persian Gulf, Latin America, Southeast Asia and in Africa- the goal of U.S. foreign policy is population reduction. The targeting agency for the operation is the National Security Council’s Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S. State Department’s Office of Population Affairs, established in 1975 by Henry Kissinger. This group drafted the Carter administration’s Global 2000 document, which calls for global population reduction, and the same apparatus is conducting the civil war in El Salvador as a conscious depopulation project.

“There is a single theme behind all our work-we must reduce population levels,” said Thomas Ferguson, the Latin American case officer for the State Department’s Office of Population Affairs (OPA). “Either they [governments] do it our way, through nice clean methods or they will get the kind of mess that we have in El Salvador, or in Iran, or in Beirut. Population is a political problem. Once population is out of control it requires authoritarian government, even fascism, to reduce it “The professionals,” said Ferguson, “aren’t interested in lowering population for humanitarian reasons. That sounds nice. We look at resources and environmental constraints. We look at our strategic needs, and we say that this country must lower its population-or else we will have trouble.

So steps are taken. El Salvador is an example where our failure to lower population by simple means has created the basis for a national security crisis. The government of El Salvador failed to use our programs to lower their population. Now they get a civil war because of it…. There will be dislocation and food shortages. They still have too many people there.”

Civil wars are somewhat drawn-out ways to reduce population, the OPA official added. “The quickest way to reduce population is through famine, like in Africa or through disease like the Black Death,” all of which might occur in El Salvador. Ferguson’s OPA monitors populations in the Third World and maps strategies to reduce them. Its budget for FY 1980 was $190 million; for FY 198l, it will be $220 million. The Global 2000 report calls for doubling that figure. The sphere of Kissinger In 1975, OPA was brought under a reorganized State Department Bureau of Oceans, International Environmental, and Scientific Affairs– a body created by Henry Kissinger.

The agency was assigned to carry out the directives of the NSC Ad Hoc Group. According to an NSC spokesman, Kissinger initiated both groups after discussion with leaders of the Club of Rome during the 1974 population conferences in Bucharest and Rome. The Club of Rome, controlled by Europe’s black nobility, is the primary promotion agency for the genocidal reduction of world population levels. The Ad Hoc Group was given “high priority” by the Carter administration, through the intervention of National Security Adviser Zbigniew Brzezinski and Secretaries of State Cyrus Vance and Edmund Muskie.

According to OPA expert Ferguson, Kissinger initiated a full about-face on U.S. development policy toward the Third World. “For a long time,” Ferguson stated, “people here were timid” They listened to arguments from Third World leaders that said that the best contraceptive was economic reform and development. So we pushed development programs, and we helped create a population time bomb. “We are letting people breed like flies without allowing for natural causes to keep population down. We raised the birth survival rates, extended life-spans by lowering death rates, and did nothing about lowering birth rates.

That policy is finished. We are saying with Global 2000 and in real policy that you must lower population rates. Population reduction and control is now our primary policy objective- then you can have some development.”Accordingly, the Bureau of Oceans, International Environmental, and Scientific Affairs has consistently blocked industrialization policies in the Third World, denying developing nations access to nuclear energy technology–the policies that would enable countries to sustain a growing population. According to State Department sources, and Ferguson himself, Alexander Haig is a “firm believer” in population control.

“We will go into a country,” said Ferguson, “and say, here is your goddamn development plan. Throw it out the window. Start looking at the size of your population and figure out what must be done to reduce it.”If you don’t like that, if you don’t want to choose to do it through planning, then you’ll have an El Salvador or an Iran, or worse, a Cambodia.” According to an NSC spokesman, the United States now shares the view of former World Bank President Robert McNamara that the “population crisis” is a greater threat to U.S. national security interests than “nuclear annihilation.” “Every hot spot in the world corresponds to a population crisis point,” said Ferguson who would rename Brzezinski’s arc of crisis doctrine the “arc of population crisis.”

This is corroborated by statements in the NSC Ad Hoc Group’s April 1980 report. There is “an increased potential for social unrest, economic and political instability, mass migration and possible international conflicts over control of land and resources,” says the NSC report. It then cites “demographic pressures” as key to understanding “examples of recent warfare in India, Pakistan, Bangladesh, El Salvador. Honduras, and Ethiopia, and the growing potential forinstability in such places as Turkey, the Philippines, Central America, Iran, and Pakistan.” Through extraordinary efforts, the Ad Hoc Group and OPA estimate that they may be able to keep a billion people from being born through contraceptive programs.

But as the Ad Hoc Group’s report states, the best efforts of the Shah of Iran to institute “clean programs” of birth control failed to make a significant dent in the country’s birth rate. The promise of jobs, through an ambitious industrialization program, encouraged migration toward “overcrowded cities” like Teheran. Now under Ayatollah Khomeini, the “clean programs” have been dismantled. The government may make progress because it has a program “to induce up to half of Teheran’s 6 million residents to relocate, as well as possible measures to keep rural migrants from moving to the cities.” Behind the back of the President Ferguson and others involved with the OPA and NSC group maintain that the United States will continue a foreign policy based on a genocidal reduction of the world’s population.

“We have a network in place of cothinkers in the government,” said the OPA case officer. “We keep going, no matter who is in the White House.” But Ferguson reports that the “White House” does not really understand what they are saying and that the President “thinks that population policy means how do we speed up population increase. “As long as no one says differently,” said Ferguson, “we will continue to do our jobs. “

CLOSE DOWN THE IMF, IT’S A PREDATOR BANK!

The world watches as the director of the International Monetary Fund or IFM, Strauss-Kahn, was arrested for rape case. As the case proceeds, talks have been circulating concerning the reform of the IMF, with the option of enlarging the voting powers of the developing countries in it.

Reforming the IMF for this long-time development worker and analyst isn’t the option. Knowing the IMF as a harbinger of cruel austerity measures on debt-burdened member countries, the option for me is the closure of this inutile bank.

IMF conditionalities, imposed upon member countries that are on IMF programs via ‘letters of intent’, have resulted to appalling pauperism on the debt-burdened countries themselves. Studies done in the 1980s and 90s have shown that many countries put under the IMF programs declined in incomes to as low as half of their previous GDPs or gross domestic products.

The same studies have also shown that wherever the IMF made its presence so strong, more people slide down below the poverty line. Often than not, these were struggling developing countries or DCs such as the Philippines that have been under IMF programs for many decades. Today European countries such as Greece are among the IMF guinea pigs for austerity, and already wages were slashed by 30% as part of the austerity measures.

The IMF, in reality, is an ensurer for the stakes of global financiers whose have installed their puppet technocrats to the echelon of the bank. That it is always headed by a European, notably French, is testimony to the nature of the IMF as a criminal bank that legitimizes the lootings by European financier oligarchs of currencies and assets, legitimized via enforced liberalization, privatization, and deregulation policies.

It used to be the sole definer as to whether a DC can qualify for new rounds of IOUs from western creditors. The latter, acting as a syndicated group, would then compel debtors to pay the loans at unreasonably usurious rates, which alone guarantees that the same DC debtors will be so burdened with debts their fiscal health will falter for a long time to come.

Low fiscal health, high debts, and low foreign exchange reserves are then used as yardsticks by investors to decide against investing in the affected DCs. Those foreign companies that are already inside the DCs concerned, may decide against diversifying investments or even pull out their investments altogether.

Knowing the dire impacts of IMF programs on my own country, and likewise knowledgeable about IMF’s thuggish reversals of development trends in other countries, I can only but fume with contempt every time I think of this criminal organization. Not only should the IMF be foreclosed, its leaders should be criminalized and punished, while its assets be redistributed back to the member countries.

There is no room for this predatory bank in the new multipolar global economy emerging. Close it down before its too late that more countries will experience grinding poverty among its masses due to the predator’s policies.
