CITIES’ CRIME PREVENTION GUIDELINE BY UN AGENCIES

Cities can be made safer as shown by big cities such as New York and Manila where crime rates have significantly dropped in recent years. Such local peace & order initiatives just recently received a greater boost as United Nations agencies launched a Safer Cities Program.

The UN-Habitat and UNODC in particular officially released the guideline for crime prevention in urban areas entitled Introductory Handbook on Policing Urban Space. The guideline is tailor fit for rapidly growing cities in poor and middle income developing countries.

In my opinion, this book is a must-read by the police and LGUs of affected cities. The report is reflected below. Relevant agencies as well as policy & governance think-tanks better take hold of the book by contacting the UN agencies concerned.

UN-HABITAT and UNODC release guidelines to help prevent crime in urban areas.

Under the Safer Cities Program, UNODC and UNHABITAT have issued a handbook to help prevent crime in cities and towns. The handbook, entitled Introductory Handbook on Policing Urban Space provides policy makers and practitioners, including government officials, police, municipal planners and members of civic groups, with strategies and good governance practices to help understand crime and crime prevention patterns in order to better control crime trends in rapidly growing cities in low- and middle-income countries.

Among the promising practices highlighted in the handbook are: state officials must establish links between police and other state institutions in order to effectively incorporate security concerns into wider government efforts; city planners should contribute to discussions about security and develop relations with police; and collaboration between urban planners, civil society, government officials, police and communities is essential in combating crime.

The handbook examines a variety of crime control strategies, including community-oriented policing, problem-oriented policing, intelligence-led policing, situational crime prevention and crime prevention through environmental design. It also addresses broader principles of managing urban spaces to control crime and strategies for evaluating crime control programmes.

The handbook includes references to efforts to control crime in the following countries: Brazil, Canada, Chile, Colombia, El Salvador, India, Jamaica, Kenya, Mexico, South Africa, the United Kingdom of Great Britain and Northern Ireland and the United States of America.

CRIME IS GREATEST THREAT TO LATIN AMERICA’S SECURITY

The previous note covered the speech of Helen Clark of the UNDP who graced the occasion of the regional security meet of Latin Americans held in Mexico. As per assessment of the UNDP experts, crime is the greatest source of regional security threats in the whole Latin Americas.

I am inclined to agree with the perceptions and conclusions of the UNDP regarding the crime threat source. In past articles of mine, I already covered the same subject, and even went on to forecast the possibility of food ransacking by crime groups as possible sparkers of war in the south continent.

Mafia groups are rising like thousands of mushrooms in the whole of Latin Americas. The possibility of a Mafia state was among those that I wrote about in the past, with Colombia at one time on the verge of becoming the first Criminal state in the planet. Such a situation is akin to the planet of the Hutts in the epical Star Wars series, where criminals hold sway under the leadership of Jaba the Hutt.

Below is a report on the UNDP analysis of security sources in Latin America. It is refreshing to know that the UNDP’s noblesse administrator herself, Helen Clark, is a leading light in advancing the framework, forecasts and intervention measures in aid of mitigating the crime-induced security threats down south.

Crime poses major threat to Latin America’s progress, says UNDP chief

Mexico City - Despite steady social and economic progress, crime and insecurity still pose a challenge to Latin America and the Caribbean, said United Nations Development Programme (UNDP) Administrator Helen Clark in Mexico City today.

“In the last two decades, Latin America’s quest for democratic governance has made great progress, with the strengthening of electoral democracy and a steady transition towards civilian and more transparent forms of governance,” she said on a visit to mark the 50th anniversary of UNDP’s presence in Mexico.

“These achievements followed a recent past of violence and repression from authoritarian political regimes which limited citizens’ rights,” she said in a discussion at the Castle of Chapultepec with Mexico’s Minister of the Interior Francisco Blake.

But she cautioned that chronic insecurity and entrenched inequality remain major challenges for the region as a whole, with consequences that reach across borders and set back hard-won gains in governance as well as development.

With an annual average of approximately 25 murders per 100,000 inhabitants, Latin America is among the most violent regions in the world. In 2010, more than 18,000 people were murdered in Central America alone and UNDP found that governments there spent US$4 billion on security and justice: a 60 percent increase over four years—more than what some countries receive in aid.

“Transnational criminal organizations pose a huge threat to state security institutions whose mandate is limited to the national context,” she said. “Societies and states are sometimes tempted to use illegal means to fight crime, and the public debate on insecurity can become unduly polarized.”

“More coordination is needed across borders in matters of intelligence, security, and policing to combat these gangs,” Helen Clark added.Given the scope of the challenge, UNDP will focus its next Human Development Report for Latin American and the Caribbean on the issue of citizen security, coordinated by the Mexican scholar and former foreign policy advisor to President Calderon, Dr. Rafael Fernández de Castro.

UNDP is currently supporting citizen security programmes and providing high-level technical advice to at least 10 countries in the region.

“We have helped governments develop and implement regional and national comprehensive plans, promoted legal reforms and innovative local security management approaches, and supported reforms to justice and law enforcement institutions,” she concluded.

In addition, on 13 September the Government of Mexico and UNDP signed a Strategic Partnership Agreement to boost Mexico’s experience sharing with other countries in social and economic development. UNDP has signed similar partnerships with the governments of Brazil, China and Turkey.

“The evolution of the UNDP-Mexico partnership also reflects Mexico’s own successful development journey, which has made it one of the world´s largest economies and a powerful regional and global player.”

VILLAR-BASHING BY ATENEANS: JESUIT FASCISM RESURFACES

“In the name of the Father (Society of Jesus), the Son (Ateneo alumni), and of the Holy Ghost (clerico-fascism). Amen.”


In a previous article, I wrote about the Manny Villar-bashing by philistine journalists (see “Villar-Bashing: Philistine Journalism by Oligarchic Media”, in http://unladtau.wordpress.com, http://erleargonza.blogspot.com). At this juncture, let me add notes on the Manny Villar-bashing, focusing this time on malicious tirades hurled on the noblesse senator by conspiring Ateneo De Manila University alumni.


The forewarnings by concerned citizens about the parochial Atenean conspiracy to elect an Atenean president (Noynoy Aquino) has already been circulating on cyber-space. Likewise had the initial salvo of cyber-attacks, via the email, already begun, with one libelous article (unearthed by rational minds) authored by an Atenean that falsely identified Villar as owner of a mansion in the USA.


If we were to put ourselves in the shoes of these parochial Ateneans, we would think of political contest as a matter of choosing between an Atenean versus a non-Atenean. Ergo, elevate the Ateneo to Mt. Olympus fame, and perceive other schools as lowly, excremental, barbaric institutions fit only for the subhumans. Therefore, only an Ateneo alumnus should be fit for the penultimate state leadership: the Presidency.


It doesn’t matter if the Atenean being endorsed, Mr. Noynoy Aquino, accomplished merely a bachelor’s degree, possesses nary an iota of brilliance, and was lackluster in his accomplishment as a legislator (not a single sponsored bill ever legislated into law). He is a true blue Atenean, uses Machiavellian pretensions of being morally fit for leadership to sell the idea of an Atenean candidate, and so let him be President of the republic.


If we want to comprehend the mindset of these hegemonistic Ateneans, whose fractional intelligence is now being utilized for peddling lies about Mr. Villar, we should apperceive their cognitive formation within the broader context of the Jesuit Order whose priests mentored them.

The Jesuit Order is among the top institutional oligarchs in the country, possesses vast assets of properties, and engages in big-scale tax-free pursuits. During the rise of the Left movements, this Order unleashed the fangs of clerico-fascism, even as certain Jesuit priests collaborated with the United States’ Central Intelligence Agency to stamp out a rising nationalist movement.


Emerging during its inception as an Order of warriors for the Vatican, whose priests were in reality abominable assassins sent forth to exterminate church reformists, the same Order soon received mandates from the Pope to expand operations to the colonies of the White Man’s empires or vampires (choose your wilds).


As it grew in size, assets and power, the same Order was ecstatically involved in the Opium Trade. Opium was then tested on the Chinese peoples for consumption, with Christian missionaries including Jesuits surreptitiously teaching the folks to use the dope. Needless to say, opium made the Order vastly richer, the same drug income made available hence for ambitious Jesuitical projects including new schools and universities.


To recall our own history, this same criminal Order was expelled from the country for a century during the Spanish Era. It was then able to return, thanks to backdoor maneuverings in the Vatican, and as the Jesuits emerged most powerful with a monopoly to broker a favored cardinal’s installation to Papacy, they reinforced their fascistic stay in the country during the late Spanish era up until the American regime.


With the upsurge of the nationalist movement, under the auspices this time of Left social movements, the same Order nurtured priests who would facilitate for the CIA the formation of anti-communist 3rd Force groups. The Christian Democratic and the Social Democratic movements were the products of the Jesuit covert operations, with Atenean youth serving as recruits for rabidly fascistic cadres.


We could easily see that a Noynoy Aquino presidency will usher another period of Jesuit mafia operations, with the Jesuit Order thus fulfilled that its offspring alumni are able to do the dirty job for it (SJ) that had successfully re-fashioned its image to a do-good fraternity. The visible Son does the job for the invisible Father. “He who has seen the Son has seen the Father!” declared the Son of Man two millennia ago.


The more enlightened Ateneo alumni are most likely nauseated by the dangerously warped contentions of fascistic Ateneans conspiring for Noynoy Aquino. As a sociologist and behavior expert, I could best regard such dangerous operators as psychopaths, antisocial elements, and/or personality disorder patients who should be locked up in psychiatric wards where they can serve life better.

TESTING NEW EARTHQUAKE-CAUSING WMD ON CHINA

As I was browsing through the pages of the newspapers this morning, my eyes immediately caught the item about the China earthquake update. The latest quake flattened many towns to ground level, killing over 22,000 folks, and destroyed infrastructures thus cutting off the affected areas from outside relief operations. The quake registered 7.9 magnitude on Reichster.
That quake was 2000 times more powerful than the Big One that struck Luzon in the early 1990s and caused extensive damages across couples of regions and cities. Obviously much bigger, the China quake must be expected to wreak greater destruction than Luzon’s (Philippine’s) big tremor.
The difference between the Luzon and Sichuan (China) quakes is not just magnitude and damages however. The Luzon quake was natural, as it had got to do with tectonic plate movements. Past the Luzon quake came those secret innovations on building a new weapon of mass destruction or WMD, the leading one being the Tesla Earthquake Machine or Tesla-EM (my own term for it). China’s quake has got to do more with the latter, though its own authorities may keep mum about their findings.
Remember the big quakes that struck Japan and Indonesia lately, killing thousands and flattening towns and cities? The Indonesia quake even ignited tsunamis that devastated coastal towns and establishments across many countries? These two Asian countries were the first to taste the Tesla-EM, and Establishment media did what it can to deodorize and cover up the story, the byline being that it is ‘natural’ (sic!).
The great mind Tesla, world-class physicist and inventor-wiz, left behind so many of his innovations and R&D materials without formal publication. That is because he feared the implications of his findings, and so he rather chose to shut his mouth about them. The documents were then secured in the archives of the US Library of Congress (X1) and elsewhere (X2), leaving them largely unnoticed, until some techie-savvy ‘Indiana Jones’ would appear to immerse in them and find out for themselves the practical uses of those innovation designs.
One such design innovation has got to do with inducing earthquakes so powerful that even in areas without histories of quakes or located far away from quake fault lines, high magnitude quakes will be generated. Certain countries silently conducted their R&D about the matter, and must have been horrified about their outcomes that they kept the results (and the product prototypes) highly secretly guarded.
It was obviously the most promising WMD (in the perspective of madmen), as it pathetically downgraded the thermonuclear devices into kids’ toys. This is the real one, and the “beauty” of it all is that a prototype machine is so small it can be loaded entirely in a mere passenger luggage.
Aware of such a possibility, the leaders of the Aum cult of Japan did their own surreptitious networking and found some contacts (possibly yakuza and overseas mafia) to procure the new WMD. They then sent their guys to Australia that became their initial lab. Possibly realizing the unquestioned efficacy of the machine (after doing a micro-test down south), they reported the results to their central bosses in Japan… Onwards till the leadership was captured, allegedly for poison gas attacks in a railways area that killed thousands. The gas attack was possibly a mere cover up, to mask a possibly heavier onslaught—the big quake that struck Kobe.
After the Japan quake came the Indonesia quake & tsunami. Remember the 300,000+ dead and millions left without homes by this incident? The sinking of the affected island too? ….Then here’s the China quake, which came right after (1) the Tibetan fiasco and (2) the US discovery of an underground submarine base in the southeast (along sea lanes).
Just exactly what group unleashed this WMD on China? Was it the same group that struck both Indonesia and Japan? Were they the intelligence agents of certain powers that possess the WMD? Or is it a terrorist group, such as the Aum cult in Japan that may have been the culprit behind the big quake there?
Meantime, let us watch for more frequent big quakes to come whose magnitude and damage scales will boggle our minds. Every interest group will use the event for their own filthy propaganda for sure. But let us please watch and record, and do our research homework. My own country could be next.
