Erle Frayne D. Argonza
I wish so much to write notes about the planet and all the world’s regions, but I surely find it so irresistible to write reflections about my own country. I’m sure my friends and readers will understand this, me being a patriotic lover of my country and people despite our collective imperfections.
That said, let me focus this time around on the matter of budget. We have a new presidency, a new set of leaders from national to local levels, and I don’t want to miss out on delivering unsolicited advises to our new government concerning budgets.
By the end of this year 2010 our Gross Domestic Product or GDP will hit P8.25 Trillion more or less (it was P7.67 Trillion in 2009). That’s roughly U.S. $183 Billion (nominal value). Add the $18 Billion forecast Net Factor Income from Abroad or NFIA (read: overseas remittances), and the total figure yields $201 Billion.
$201 Billion national income is a 2nd World or ‘middle income’ country level of wealth. Let us stick to the figure and level so we won’t get detracted by the Gordian knots of discourse. This being so, the Filipinos deserve to see their state funded at 2nd World level and not any level otherwise.
Let us, for the sake of minimalist discourse, peg an annual budget at 30% of the GNP. The 30%-50% figure is known in scientific parlance as ‘critical mass’. To simplify our discourse, a ‘critical mass’ of budget will provide ample space for fiscal maneuverability, fund social services in fat sums, build more infrastructures, and pay up for state debts.
Any budget that is below ‘critical mass’ is direly undernourished, even as it could jeopardize our way to development ‘maturity’ and higher incomes for our households by 2016. Remember, we can no longer go back to the days of austerity that kept us mired in poor country status for a long time, so let’s better spend—with the expectation that spending will stimulate other sectors to grow.
The budget allocation for this year is a measly P1.5 Trillion. Measly in that it only grew by P100 Billion, or 7.14% from the P1.4 Trillion budget of 2009. A budget, to make sense and impact, must grow by at least 10% ever year.
30% of GNP means that our budget should not be lower than $60 Billion to qualify as ‘middle income’ country budget. Using the P45.50 to the dollar as our conversion rate, the expected budget should be Philippine P2.73 Trillions. That indexical calculation instantly renders RP’s 2010 budgetary appropriation short of P1 Trillion to make sense and impact at all.
Another unsolicited advise is that education, my favorite sector being an educator (teacher & social scientist), should get the largest share of the pie. And this should be at least 5% of the GNP. Let me stress that the benchmark should be GNP and not GDP since the latter unjustly leaves out the overseas workers & entrepreneurs in the equation.
The annual budget for education should therefore be at least U.S. $10 Billion, or Philippine P455 Billions. Contrast that figure to the P150 Billion allocated for education in the 2010 budgetary appropriation, and one can easily see why Philippine education is mired in cesspools.
The P455 Billions could be split up into the following: P250 Billions for primary education, and P205 for tertiary education. The total figures don’t include yet those budgets allocated by local governments for education, which when added to national appropriations could yield a figure much higher—at past 7% of GNP—appropriated for education alone.
Where to get the funds is another question for that matter. Let the question be tossed to the legislature, treasury/finance departments, and central bank to settle. It is important that I have delivered the message here very clearly: that a second world economy must affix budgets at figures befitting a 2nd world budget.

PHILIPPINES’ NEW PRESIDENT: AKBAR OR NERO?
Erle Frayne D. Argonza
Magandang umaga! Good morning!
The whole Philippine nation is glued today on the event that will see the installation of the new president of the republic, the Hon. Benigno Aquino III or ‘Noynoy’. Whatever this day forebodes let us relegate to active file for the meantime, as my fellow Filipinos bask in the optimistic air created by the election of a new presidency via the first automated elections in the Philippines and the ASEAN.
The problems of the country are gargantuan, with governance problems of graft on top of the list. Tax revenues are falling short of targets, a ballooning budget deficit is threatening another round of fiscal crisis, poverty incidence is at least 1/3 of households, education is in crisis as it remains badly under-funded, grains self-sufficiency goals are a mess, and direct foreign investments or FDIs are negligible (1% of GNP).
Noynoy inherited from the outgoing presidency of Gloria Macapagal Arroyo both boons and banes. The above-stated situations are the primary banes. The boons are the graduation of RP’s economy from poor to middle income, the consistent positive growth befitting an emerging market, the reversal of a fiscal crisis, and the doubling of the economy since 2001.
Furthermore, the economy today has a balance of payments surplus, healthy current account situation, an annual foreign remittance level that breached the $17 Billions mark, while both exports and imports have moved upwards after the 2009 slack. Our Gross International Reserves or GIR stands at past the $45 Billion, enough to buy us worth nine (9) months of imports, beaconing that the old ailment of lack of foreign currencies (US dollar most specially) is now way behind us.
Thus, with the momentum of growth and big projects sustained at pace, the ‘high growth’ stage of our economy can end soon as we graduate to development ‘maturity’ before 2016. That done, we can move on to an ‘overdeveloped’ economy, the last phase of development, before 2025. Expectedly, Luzon will lead in that effort, followed by Visayas and Mindanao respectively.
Roughly, RP’s Gross National Product or GNP will hit $200 Billion by end of this year 2010. The figure uses the nominal value of the peso to the dollar. If we use the more accepted Purchasing Power Parity or PPP method, with multiplier of 4 to get us to our GNP-PPP, the country’s GNP is forecast at roughly $800 Billion (using UNDP index calculations).
Such a GNP figure renders the Philippines wealthier than many European countries for that matter. Even the Dutch, who were once the wealthiest people in Europe, would bow in reverence to us Filipinos for our Herculean efforts expended to get to where we are. Wait till RP gets to ‘overdeveloped’ stage yet when the GNP will hit beyond the $2.5 Trillion mark (PPP), which is now a visible possibility, thus effectively transforming the country into a creditor nation lending funds to cash-starved Western and developing countries.
Banes notwithstanding, the Filipinos had so much gains accrued across many decades of post-war survival. From geophysical to political turbulence the Pinoys experienced in grueling fashion of constant bombardments, yet the nation withstood them all as it now stands tall and confident in the community of nations.
RP has been transformed into a global nation, while its capital region Manila has mutated to a gigantic mega-city that is a constitutive part new global nexus of 35 top megacities in the world. Dr. Jose Rizal, the first Filipino and first global citizen of the humble nation, now possesses the reasons to feel happy over what has become of that nation that he died for (executed by the Spanish regime in 1898).
Now that Noynoy has the presidency in his shoulders, and a liberal-oligarchic alliance has been installed to power, what’s in store for the country? We’ve had decades of liberal reforms before us, with policy impositions from the IMF-World Bank and global oligarchy, so will the Noynoy regime recycle the same austerity measures and policies that led to greater mass poverty and the Filipino diaspora?
Will Noynoy become an Akbar whose reign saw efficiency and good governance that led to the re-emergence of a country from the shambles of fragmentation and neglect to prosperity and fame? Or will he be a Nero of Manila who fiddles in the presidential palace as he watches his polity & economy burn upon his own behest?
Where goes RP’s our gains after Noynoy’s six (6) years of incumbency? At the end of his mandate in 2016, will the Filipinos still sing “should I stay or should I go”?

LARGE CLASS, MAD DISCOURSE: SAME ROOTS
Erle Frayne D. Argonza
Magandang hapon! Good afternoon!
Classes have resumed here in Manila/Philippines, and our campuses are again swarming with pupils, students, teachers. Focused on their tasks, the same stakeholders are barely aware of what’s going on in the world around them, a world that is changing fast at confusing rate.
While the rugs under our feet our changing, the old context of large classes (class sizes of 100-250) are still in vogue in many universities worldwide. Some other universities that may have abolished them in the past, are re-instituting the large class platform.
As I’ve said in a previous article, the large class platform belongs to the past ages of medievalism and industrialism. To implement it now, at this time, is a regressive decision.
The large class, which unconsciously glues students to the ‘Herd instinct’, is anathema to the overall evolutionary movement of the human psyche towards greater individuation. University education is supposedly an opportunity field for the flourishing of that individuation.
The ‘mad discourse’ is finding expression in many venues today. The large class platform feeds inputs to the mad discourse, and is subtly rooted in it in fact. Its rationale hides under the rubric of technocratese language, but any sharp observer will easily unveil the illusion and show the large class platform’s connection to the ‘mad discourse’.
Imagine if all students are subjected to the same large classes, where they cannot air feedbacks or questions at all as they are consigned to passive receivers of inputs from a lecture professor. Imagine exposing freshmen students to this platform for 4-5 years, and assess the degeneration of the same students into the hovels of passivity.
Such a regimentation is just but one step short of what the Phase III cybernetics is up to these days: chipping humans. Phase III cybernetics had worked out to erase the dividing line between human behavior and machine behavior, with practical uses aimed at chipping all humans in the future.
The same chipped humans can then be put under the control of mega-computer systems, their behavior eventually reprogrammable to make them more in tune with what the System demands. They can be sent to war fronts as armies and technicians, and will experience no fear as fear will be deleted or subjugated by mega-control commands from their own psyche.
Wars and police states of the near future will be easily justified with every technocratese language conceivable, rendering them as typical ‘mad discourse’ in the argot of Michel Foucault. Mad, in that the erasure of the boundary between reason and the irrational has been effectively erased or deleted.
If there is anything that university policy makers must do now, it is to abolish all large classes while there is still time. Globally, we concerned citizens are doing what we can to deter moves by elites to install nazi-type regimes in the West, leading to a global state later that will be in need of compliant citizens.
Let us all do our tasks now to take down school platforms that will be the launching pads for compliant humans who can be chipped in couples of years’ time. The VeriChip by Verizon Corp is now out, and before 2015 a more perfected prototype will be out, ready to be implanted to humans via syringe (by trained doctors/medics).
We still have the time to act, to note. Any decision that infringes on human liberties is dangerously fascistic, such as re-instituting or maintaining large classes.
Failing to act in time, we shall watch in horror as new ‘das boots’ kids will be churned out from our youth, commanded via chips to participate in building a Draconian deux ex machina of the near future. And they’re products of our universities, products of large classes.
By then, I will be having the last laugh. With resonating guffaws will I declare “I told you so.”

LARGE CLASS IN UNIVERSITIES: OUTDATED, AUTHORITARIAN!
Erle Frayne D. Argonza
It’s late afternoon as I write this piece, and it’s the longest day in the northern hemisphere too (summer solstice). I will devote this piece to the matter of large university classes that are the mode of instruction in many academic institutions across the globe.
Large classes are a thing of the past. The large class modality was referred to as ‘Great Man pedagogy’ in Europe, and was critically challenged by the youth and professors during the stormy youth heydays of the 1960s and ‘70s.
The human psyche is rapidly evolving towards greater individuation. As we humans become more individuated, the educational instruction fit for us is one that should account for and enable our individuality, even up to the point of providing ample space for eccentricity in each one.
In the olden days, when the Herd Mind or folk mind was the characteristic psyche of the people, the modality of instructions was one that would fit them well. Large classes evoked the ‘Herd instinct’ (Nietszchean label for the same), and unconsciously provided a semblance of community for peoples of those ancient times who were cut off from family & village to study in the university.
The coming of the Industrial Age, right after the conclusion of the 30 Years War (1618-48), ushered the ‘assembly line’ of mass production of articles of manufactures. The ‘assembly line’ method found its concomitant equivalent in the Great Man pedagogy which churned out collegiate graduates like commodities for sale in a rapidly expanding labor market.
Up until the late 19th century, during the Victorian Era that is the nadir of the modern age, Great Man pedagogy was a largely unquestioned modality of instruction. As the crisis of the early 20th century set in, the same pedagogy found perfect compatibility with the nascent totalitarian ideologies and systems of that era (fascism, Nazism, communism).
Indubitably, the success of ‘assembly line’ classes was effective only insofar as the psyche remained as more folk-mind or herd-oriented. As the psyche mutates to more individuated type, it will militate against anything that brings it back to the Herd: subject to manipulation and shaping by authoritarian if not sociopathic interest groups and persons.
Sure enough, as the youth rebellion of the 60s set in, the students of the Sorbonne in Paris burst out in revolt against the Great Man pedagogy circa 1968. Other universities quickly caught up the fiery flames of the revolt and followed suit in a tempo of upheavals that were largely unplanned and spontaneous.
Accustomed to bureaucratism and pork barrel largesse that went with mainstream political power, the French Communist Party was caught flat-footed by that revolt. Tailing behind the event that indicated its being mired in intellectual bankruptcy and betrayed its archaic mindset, the communists lose relevance almost overnight.
Had the communists grasped that event quickly and seized the opportunity by siding with the anti-large class youth, the sociopolitical landscape of France and Europe could have changed forever. A social revolution of a new kind, bred by a fusion of working class militancy and youth revulsion against archaic pedagogy and culture, could have been registered in the annals of history as worth our positive valuation.
It is shocking to find out that the large class modality is still around with us today. It is anathema to the goal of human liberation, even as it could be a launching ground to breed new ‘boot camp’ babies for certain interest groups of a fascistic/authoritarian nature.
The Industrial Age had now passed away, and the Post-Industrial/Postmodern Age has brought along with it an erasure (sous rapture) of the dividing line between Reason and Madness. Fascism is resurgent worldwide, and before we’d notice it a global state would be in the offing that is orchestrated by an ideological force of global Bonaparte.
If the large class modality is re-introduced in any university whatsoever, it should only be on an interim phase. It is a regressive move, and running counter to the gamut of psychical individuation, it will erode in time and be abolished across the globe.
Should there be a youth revolt against this antiquated pedagogy in my own home country, I will be glad to make my presence in the barricades to be set up.

ISLAMIC BANKING RECONSTRUCTED
Erle Frayne D. Argonza
Islamic banking is part of the totality of ‘best practices’ that originated from Asia. Being among the strong proponents of the ‘Asian way’ as the way out of our capitalist economic malaise and crises of our times, I’d share my own notes of hallelujah to Islamic banking.
I am among those development practitioners and social scientists who propose that let’s all undertake a review of Islamic banking. This banking practice is based on zero-interest banking. The challenge is for us to reconstruct the practice to suit the current context of information society.
Usury is among the proscriptions of spiritual masters and sages of the East. It is within the context of a non-usurious finance, embedded in spiritually-guided livelihood practices, that Islamic banking emerged in Western Asia.
Zero-interest financing contributed immensely to accumulating wealth for the Asiatic polities that engaged in them in antiquity. The same wealth was utilized for social services, ambitious projects, building cities, and advancing the arts, sciences, and philosophy.
Usury is alien to Asia, even as its massive introduction to the continent brought untold miseries to the marginal folks. It had also tied up Asian economies in debt peonage to the financial cartels of the West and their local banking/financial partners.
Before the Asian economies, notably the emerging markets, will go down the drain and lose their growth gains due to usury and predatory finance, their own stakeholders should rethink their borrowed paradigms. They better review those golden Asiatic economic principles taught by spiritual masters, and make ways to re-carve their financial systems following such principles.
Asia is indubitably the driver of the global economy today. It is time for Asia to set the trends by beginning with new financial paradigm such as the one offered by Islamic banking.

BAILING OUT AILING BANKS IS IMMORAL/CRIMINAL
Erle Frayne D. Argonza
Good afternoon, fellows!
Bailing out ailing banks with people’s money (taxes) is immoral and criminal. I have already stated this contention in previous articles, and I’d re-echo it again in light of the financial fiasco going on in Europe right now.
We’ve had more than enough bad experiences in past crises that point out to massive speculative engagements by banks that have contributed to economic downturns and crash. Japan started the ball rolling by salving big banks with taxpayers’ money in the 1990s, and this practice is awefully wrong and immoral.
Fast forward to the year 2007, when we saw big banks implode as the bubble economy of the USA burst. The same ‘Japanese solution’ at salving ailing banks with taxpayers’ money was again repeated, this time in the USA.
Taxpayers’ money is hard earned revenue for the state for purposes of advancing the general welfare. The priorities for revenues should be infrastructures, social services, pump priming, and ensuring ‘safety nets’ for the marginal classes and groups against the impacts of financial volatilities on the productive sectors.
The solution to ailing banks lies in strengthening regulatory mechanisms. The first agenda on the line is to ban banks from engaging in speculative engagements notably those hedge funds operations. Another agenda is to institute good corporate governance and instilling public accountability by the banking sector.
Bailing out ailing banks in Europe, through taxpayers’ money, can only mitigate the systemic crisis for a while. Also, it will push more folks down grinding poverty due to austerity measures. It is part of the ‘rule of madness’ that now governs ‘late’ capitalism as a whole.

SCUTTLE EU NOW, BEFORE 4TH REICH OPTION AWAKENS!
Erle Frayne D. Argonza
Magandang hapon! Good afternoon!
I have no wish to intervene in the internal affairs of Europe. However, judging by the flow of events in the continent, from the signing of the earlier treaties through the monetary union and the Lisbon Treaty, there has been a clear sign of concurring agreements without the benefit of public consensus.
True, there were debates about the formation of the Union from its earlier days as an energy coalition through the birth of the Eurozone and finally the Lisbon Treaty. But the signing of treaties has been a monopoly of bureaucrats and technocrats who do not the least show accountability towards the great mass of struggling Europeans.
Now that the Eurozone is in trouble, which further threatens the continent with a gigantic crash that could be worst than the USA’s, the prospects of more Draconian measures of implementation and austerity measures imposed on member countries are getting more real.
Let us just hope that the increasing chaos of events in the EU won’t lead to the dreaded hyper-inflation, an ailment that crippled the late Weimar Republic and paved the way for Hitler’s rise to power. Already, the doors of Europe are opening for new fascist movements arising, movements that could very well serve the interest of the bureaucrats & technocrats working for the fat financiers led by the House of Rothschild.
If there is any unsolicited advise I can offer to the Europeans, it is this: scuttle the Union now while there’s still time. A gigantic maelstrom is gathering in your backyard, which could lead to the rise of a 4th Reich of sorts.
Let me share to you a past blog article about the 4th Reich possibility.

4TH REICH IS A TRANS-ATLANTIC 2-HEADED TOTALITARIAN MONSTER
Erle Frayne Argonza y Delago
Good morning, Fellows across the globe!
Let me continue to write awareness-raising materials about peace, cooperation and development, by focusing on the machinations of the financier oligarchs. The Empire is rising again, the logic being that it is a most fit governance machine for global oligarchic games and forthcoming conflicts.
Guessing gamers have been busy releasing speculations about the next financiers’ great war, and the state machinery that will undertake it. Lacking sophistication in political economy, the guessing gamers end up with superstitious sloganeering and fear-mongering, or reactive behaviors that hardly possess merit and serious attention by the more adroit minds of younger generations.
Following the historic patterns of Empire formations, it has always proved fruitful to wage synchronized conflicts and fatten the oligarchic purses in the process, if an empire formation would do the hot-work jobs for the oligarchs. The last Empire that did the massive aggression for the Anglo-Dutch oligarchs was dubbed as 3rd Reich by its created abomination, Hitler & Nazi movement.
The same Anglo-Dutch financiers, who control at least 80% of the world’s total financial flows, are itching to create a 4th Reich totalitarian state. It is time for a great war, the result of which will flatten the economies and enterprises of contending nations. The wrecked enterprises will then be bought at dirt cheap price by the same oligarchs, and the flattened economies funded back to life by the same financiers.
The question is, just exactly what oligarchic state formations to employ? The EU and USA each produce over 22% of the world gross product, or altogether produce 45% of GDP. The Anglo-Dutch financiers, on the other hand, control over 80% of the global financial flows. Using such data, it is very easy to see the congruence of continental economies and financier interests.
In my analysis, using a combination of institutional analysis and political economy, the combined EU-USA force would be excellent for creating the draconian 4th Reich. Of course, the possibility of a North American Union can be examined, but such a Union doesn’t have the purse power to leverage political strength, do understand this. On the other hand, the EU cannot impose its will on the USA without public dissent being aroused to hell fires, and so no USA-EU political integration is in the offing.
The web of institutional arrangements will see a mega-alliance of USA-controlled North America and a Brussels-based European Union. The trans-Atlantic alliance is a last-ditch effort of the same financiers to exhibit muscle power over the planet, and only the USA-EU axis remains as the loyal consenter to the financier machinations. Japan can still veer away from the axis, while the emerging markets’ giants—China, India, Brazil—are beyond the ambit of such machinations.
The institutional plan calls for the implementation of the final treaty in Europe, the Lisbon Treaty, that will see the advanced unification of the continent. Synchronically, a North American Union, with a common currency called Amero, will replace the NAFTA, complete the political unification process, and form the American bulwark of the new fascist axis. That done, the 4th Reich will be in place, rock-solid in armaments and awash with liquidities for more ambitious, gigantic war efforts.
Part of the governance innovations will be to abolish nations in both continents. Region-states will rise to replace the nations, each region being almost of equal population and size. With no more nations in Europe, the nuclear arsenal of France and UK will be placed in the custody of Brussels, thus transforming Brussels into a nuclear power overnight.
Transformed into police states, both continents will then wage population-control campaigns in the neighborhoods. Gangster groups will logically be deputized to augment police in searching for guns, drugs, insurgent evidences, terrorist cells, petty criminals, and other perceived enemies of the state. Those young ones engaging in binge drinking and sex orgy parties will also most likely be apprehended.
To accelerate public compliance toward the new order, riots can be engineered in cities across both continents. Food price hikes, oil price hikes, massive unemployment, social welfare cuts, overnight hyper-inflation are the most contentious issues that easily inflame quiet neighborhoods into angry urban mobs. Any high school student taking up a subject on sociology can very facilely see this possibility today. It has already been tried and tested across the globe in fact most recently.
While the continental backyards are being provided draconian order by police forces, the military assets will then flex their muscles for huge wars overseas. To ensure that competing regions and continents will be mowed down fast, inter-regional wars will be engineered. The Sunni-Israel versus Iran-Shiite war is now on the pipeline, waiting for a go-signal, a conflict that will see the weakening of the Semitic military establishments and economies, thus paving the way for less costly involvement there.
Other continents will surely see their own war fireworks fanned to the maximum most likely. It would be an instructive work to analyze and forecast the shaping of events there. For instance, the China-Taiwan and inter-Korean conflicts may ensue again on their 2nd phases. Japanese aggression may also be pursued on a 2nd phase, which could see the Japanese islands devastated with nukes combined with the Tesla Earthquake Machine to put an abrupt end to its zealous militarism.
To cap the article, it is a Trans-Atlantic 4th Reich that is now fast rising. How fast the citizens of both America and Europe can neutralize the abominations now shaping up in their backyards remains to be observed. One this is sure here: it doesn’t matter who will be president of the USA or EU. The financiers and their paid technocratic-political subalterns have already ensured that the oligarchy is in control of the situation.

‘LATE’ CAPITALISM CRASHING DOWN ITS DEATH BED
Erle Frayne D. Argonza
Good evening!
The events in the Eurozone are now getting to be more alarming. Forecasters are now claiming that another round of recession is in the offing, as the bubble burst that began in Greece will spread to Spain, Ireland, and other member-states of the EU.
Will liberal capitalism continue to live a life that seems to hang in the balance? Or will capitalism need to restore itself through totalitarian means? What’s so wrong with the system that it just can’t be sustained enough?
Let me share to you past blog writings about the subject: ‘mad economics’ and the ‘demise of liberal capitalism.’

‘LATE’ CAPITALISM ENDS IN CRASHING BLOW POST-‘MAD ECONOMICS’
Erle Frayne Argonza
Good afternoon!
At this moment, I’m sipping coffee contained in a pack that is sold for worth P130, or $3.00. The pack is one of the domestic brands of brewed coffee blends, ready for the drip coffee maker, of the Arabica and/or Robusta varieties. In economic parlance, this coffee is a commodity because (a) it was intended for exchange and not for the coffee producer’s consumption alone, and (b) money was used to acquire (purchase) it.
I have such deep fondness for coffee, as I acquired my coffee-drinking behavior as a childhood habit yet. In my hometown of Tuguegarao (city), Cagayan province (North Philippines), coffee beans were grounded into powder form and sold right inside the ‘wet’ market, was brewed using the local decoction techniques, and was consumed by people of all ages from pre-school to senior’s age. That was then, and that was how I learned to drink this beverage at age 5 more or less. I was hooked to the habit since then, even as I continued to drink milk that I still do till now.
Both coffee and milk are among my health formulas, and both are commodities.
The question I’m asking now is, will commodity-based economics survive the times ahead? Both coffee and milk will survive for sure, but will the money economy that underpins them survive as well? As to the broader world system of capitalism, will it survive too or is it in fact on its death knell today?
Capitalism was the last of the world systems that embodied the ‘money economy’ to which it properly belongs. With the opening of the 20th century, the socialist world system appeared on the social landscape and attempted to serve as an alternative to capitalism, but this experienced its early demise as its implementers found out that it cannot be sustained after all. Both capitalism and socialism are embodiments of the ‘money economy’ as it later turned out to be, they are just but two sides of the same coin: the ‘money economy’.
Socialism is gone, and no matter what attempts there may arrive to survive it in some other forms, this variant of the ‘money economy’ is gone. Now capitalism is all alone, and it is getting more real than virtual that it too is bound to crash a catastrophic end, and with its demise, the “last of the (economic) Mojicans” is bound to disappear (my apologies to Mojicans if my note sounds ethnically incorrect). And with capitalism’s demise, the whole of the ‘money economy’ folds up like unto a book that had reached its last chapter, and deserves more to be consigned to the archives of history.
The Frankfurt school thinkers, notably Jurgen Habermas, cogitated that capitalism’s life span was extended somehow, and was dubbed as ‘late’ capitalism in this last phase of the world system. In this phase, state planning and interventionism were infused into the system to extend its life. Before ‘late’ capital came the mercantile, free enterprise, and monopoly phases of this world system. Will there be another phase to capitalism after ‘late’ capital?
Before I answer that extension of life span, let me stress that ‘late’ capitalism shall end in the following process and manner:
• The re-introduction of liberalization—of free market and free trade principles—into ‘late’ capital shifted engagements away from production, the real foundation of the economy, to the sphere of predatory finance, thus producing the gargantuan ‘bubble economy’. The ‘physical economy’ of production transmogrified into the ‘virtual economy’ that produces no real value other than imaginary or delusional values. It is ‘mad economics’ in operation, no longer the ‘rational economics’ of mercantilists, classicists and neo-classicists.
• The ‘mad economics’ led to the yawning gap between actually produced values and the aggregates of financial derivatives and debts combined, to the extent that the former shrinks at a rapid rate relative to the latter. As bubbles burst from one commodity sector to another, leading eventually to a crisis of gargantuan proportion, all the more will production shrink, unable to produce values that can input into the demand functions for fresh money to pay for aggregate credits, primary debts, secondary debt obligations, and so on.
• The crisis will then move on to the further shrinking of production, tightening of credit sources, and hyperinflationary situation in utilities (notably gas & power), food, base metals and other vital commodities. Total economic collapse results from the foregoing.
• The economic collapse then leads to social unrests, turmoil, upheavals, civil wars, food wars, water wars, and possibly intercontinental wars such as another 3rd world war. The clash of world powers and their surrogate emerging markets will become the flames of a possible long war akin to the 30 Years War (c.1618-48).
Let me now end at that instance. Suffice me to proclaim that the death knell of ‘late’ capitalism and the whole of the ‘money economy’ of the last 2000 years or so are ending. The ‘non-cognitive economics’ of the Roman to feudal era, the ‘rational economics’ of the Renaissance to monopoly capital era, and the ‘mad economics’ of ‘late’ capital were markedly the underpinning mediation processes of that entire 2000-year epoch. The epoch and its last phase of capitalism is rapidly drawing to a close.

CAPITALISM’S DEMISE: WHAT WENT WRONG?
Erle Frayne Argonza
To all fellow men and women out there who may have deep fondness for the liberal capitalist model of economic adaptation, I hope that you can make some adjustments in your cognitive banks. Capitalism is not a permanent facet of human life, but merely one among various epochs that will come to pass. Only impermanence is sacrosanct in the cosmos, so please refrain from singing hallelujah to a world system that is on its death knell as I articulated in a previous article.
And please refrain from swallowing hook-line-&-sinker the contentious propaganda of Francis Fukuyama about the ‘end of history’, that accordingly history had concluded with the galvanization of liberal capitalism, that history makes no more sense. Fukuyama’s theory is a slapstick narrative of hyper-valuation of the ‘mad economics’ of late capitalism and hypo-statization of reality that has no relation at all to the real in the world out there. Fukuyama had taken as ‘real’ what is actually ‘virtual’, and froze time much like unto a fairy tale of timelessness, of history-less Nietzschean moment that is fit more for infants than for adult humans.
Fukuyama epitomizes the ‘mad economics’ of all those Pied Pipers of the global oligarchy for whom he works, and his discourse is akin to the ‘mad discourse’ so described by the late Michel Foucault. The ‘mad economics’ of Friedman, Hayek, Fukuyama, and all those technocrats who serve as processors and bagmen for the global oligarchy, is precisely symptomatic of that colossal ailment of a world system, and as we all know, madness can never salve ailments but rather hasten the system’s death. Caput! Blow your horns, prepare dirges to this Dead One!
Unless that you yourselves have become maddened by the seemingly infinite monies flowing unto your purses as you are among the beneficiaries of ‘late’ capital, unless that you are indeed now suffering from combined maladies of sociopathy and schizophrenia, unless that sanity had departed from thee forever, please heed the last plea of your own conscience where sanity had retreated: CAPITALISM IS DEAD! No amount of propagandizing, of contorted interpretations, can ever change the course of history at this juncture, as we are all headed for a TOTAL SYSTEM COLLAPSE in the months ahead. Read that please: MONTHS AHEAD, not years ahead.
What went wrong with capitalism? I’m sure all of you fellows knew what went wrong, do I even need to answer that? Your previous thinker mentors, among economists and sociologists, forewarned you all of the forthcoming demise of capitalism, but you paid nary an attention to those brilliant minds as you were so engrossed in your ‘conspicuous consumption’, behaving more like some infantile EATERS or as anthropoids rather than as thinking and spiritually evolving humans. You are all very much human, so please consistently behave like one, and begin by listening to the Inner Voice of your conscience, for that voice is your soul’s.
Let me summarize the diagnostics, forewarnings and/or prophecies of our thinker mentors from the West, and I’d stress WEST because there are some other thinker mentors from the EAST and SOUTH whose peregrinations are so recondite they are not so easily digestible. Let me just stress the WEST as this is what is common to us all. So let me re-echo the thinkers and their theories:
• Karl Marx & Friedrich Engels: The internal contradictions between the private nature of capital (ownership of means of production) and the social nature of production. The ‘crisis of overproduction’ and the ‘law of the falling rate of profit’ are attendant patterns. Social revolution results, then the alternative society will be constructed.
• Max Weber: Industrial capitalism’s granite product, the bureaucracy, led to dehumanization. He never forecast though whether this dehumanizing system can be sustained—but please read between the lines. (His contemporary Emile Durkheim had a similar observation about ‘anomie’ or normless state of urban/industrial society.)
• Thorsten Veblen: The end-phase of industrial capitalism is markedly pathological. ‘Conspicuous consumption’ is the disease of this phase, the toxic behavior from the ruling class that later filtered down to the emerging middle class.
• Joseph Schumpeter: The internal contradiction between the desire for profit and the revolutionary character of innovation. The demise of capitalism will see the possibility of the technical class taking over society and build that alternative system later.
• Daniel Bell: The ‘post-industrial’ society had already been born right inside capitalism. A distinct modality in itself, post-industrialism will eventually prevail in a system that isn’t capitalist (or money economy) but rather knowledge-based. The ‘service worker’ had arrived on the social landscape, the prototype class of the future.
• Theodore Adorno, Jurgen Habermas, Herbert Marcuse: ‘Late’ capital is characterized by the pervasiveness of ‘instrumental reason’, where reason is used to justify the non-rational (‘madness’ in Foucault’s argot), where state planning/intervention was infused into a system that scorned intervention.
• Alvin Toffler: Both capitalism and socialism are based on hoarding, both are variants of the same industrial society of yesteryears, both are based on ‘2nd wave’ capital-intensive technologies and non-renewable energy sources. The ‘post-industrial’ society is altogether distinct, isn’t based on hoarding, production-consumption (‘prosumer’) is based on ‘3rd wave’ knowledge-intensive technologies and renewable energy sources, knowledge cannot be hoarded.
I need not articulate further, do I? They all converged on one theme: capitalism is transitory, it bred social maladies (alienation, dehumanization, anomie, conspicuous consumption,…), is systemically flawed, and will be dismantled at sometime in the future.
No matter how delimited their theories maybe, as they all proceeded from certain perspectives (they were all ‘paradigm’-based in the jargon of Thomas Kuhn), they all proclaimed—in either tacit or explicit fashion—the coming demise of the system. They weren’t as silly as Fukuyama who popularized seemingly ‘satanic verses’ (distorted precepts) about a non-changing, permanent economic landscape called ‘liberal capitalism’, but were rather so adroit at social forecasting that they saw a vision of the future as they were articulating on their empirical observations of the present society.
So, fellows out there, prepare for the months and years ahead. We are headed towards those stormy months, years, maybe even decades. How the future society will come to shape is not easy to forecast. “Something blurs the Force, darkens our sight of the future,” declared a Jedi Master in the Star Wars cinema fame. Let me end right here.

EUROZONE’S BURNING, CONVENE GLOBAL FINANCIAL CONFERENCE!
Erle Frayne D. Argonza
Magandang gabi! Good evening!
Eurozone is burning. Before the flames would reach infernal levels, the contagion effects thereof burning the other regions of the globe, a global financial conference should be convened most urgently.
The purpose of the conference would be to configure a new financial architecture. Such a policy architecture would then as guidepost to all nation-states and regional alliances (EU, trade regimes such as ASEAN, NAFTA, Mercosur, others) to follow.
In the absence of such a policy architecture, palliatives can only emerge from the board rooms of incompetent bureaucrats. Among such palliatives now arising are: (a) Merkel’s solution to regulate hedge funds operations (financial derivatives); and, (b) Obama & US Congress’ regulations of speculative excesses of its stock markets.
Such palliatives are merely piecemeal solutions, even as they are too partial and parochial. They weren’t derived from a comprehensive paradigm that could have generated clear explications of the financial/economic crises of our times. They are reactive rather than responsive. Absent a policy architecture, and the piecemeal solutions will only have short-run impacts, and will be folded up when “things will get better.”
The top agenda that must be taken up are:
1)Criminalize speculative excesses. Speculation has fueled bubble economies worldwide. Financial predators have emerged from the oligarchic quarters up North, who have played havoc on the equities and currency markets. If it will turn out beneficial to ban and criminalize hedge funds operations later, then so be it. Such vulture funds have no place in a civilized world where we witness poverty and hunger rising.
2)Tobin Tax cross-border transactions. In no way should unbridled cross-border transactions be allowed without taxation. A minimum Tobin Tax of 0.75% on all such transactions should be imposed. Higher tax on derivatives and commodities futures of 1.5% can also be agreed upon. The accruing tax revenues will then be turned over to the United Nations and attached agencies for their operations & maintenance budgets.
3)Condone fraudulent/usurious debts. Debts that are fraudulent or too usurious, notably those lent to developing economies, should be completely condoned. The same economies can then have a fresh start and breathing space for anti-poverty, jobs, and related social development efforts.
4)Abolish the Jurassic Fund (IMF). It is now time to re-assess the International Monetary Fund, leading to its abolition. It does not represent the interest of the member-states, but is rather a middle man peddling the interests of global financial cartels. Its top executives come from the ranks of the same cartels. It had imposed austerity measures on many developing economies, causing more hunger, poverty, low wages, and unemployment. This Jurassic Fund (to borrow from Walden Bello) must go!
5)Identify financial ‘White knights’. Authentic financial ‘white knights’ from among the emerging markets should be properly identified and urged to expand their operations. These financial groups can offer long-term financing at very low interest rates. The end-users should be authentic market players that are engaged in the productive sectors, which will end the practice of ‘white knight’ financing (such as the Yen Initiative Package) that lent money to financial cartels which in turn re-lent them at higher interest rates.
6)Ban banks from speculative pursuits. Commercial banks and development banks, or all banks for that matter, must be banned from engaging in speculative pursuits such as hedge funds, commodities, and ‘hot money’ operations. Banks must service the productive sectors and must infuse moral philosophy in their organizational cultures.
7)Abolish stock markets. Stock markets have never been instruments for wealth redistribution. They are filled with dirty operators. It’s now time to abolish them. In their stead should be instituted a direct link between investors and market players in need of fresh money, thus abolishing the stock trader as ‘middleman’. Reforming the stock markets isn’t the answer, but rather their abolition.
8)Institute gold reserve standard. The gold standard of the past was abolished, in order that gold be hoarded by a few cartels up North. It is time to institute a new form of gold standard serving as stabilizer and securitization instrument for currencies. The standard will eventually lead to a re-institution of currency control policy which redounds to a more stable global economy in the long run.
Let it be reiterated, that should the present situation be allowed to go on, with piecemeal parochial solutions carved out at best, a bigger global catastrophe will be in the offing. A more colossal nightmare is now unfolding, which we hope the Northern countries’ incompetent bureaucrats can see at all.

EUROPE’S BURNING!
Erle Frayne D. Argonza
Europe is on fire. Save for those who choose to be blind, the Union is going through an incendiary economic burn. How far will the economic burning go, whether it will spread to a larger continental inferno, no one can tell for now.
Before the EU’s creation, welfare policies were prevalent from east to west of the continent. Liberal reforms then arose, commencing with the Tory’s (Thatcher era) wholesale adoption and social marketing of the same, and copied by the conservatives and liberals of the continent alike.
By the turn of the century, upon the commencement of the Euro, liberal reforms already saw the uncontrollable ascent of predatory finance worldwide. Liberalized financial-capital markets paved the way for their immanence.
Among those instruments created by the predators was financial derivatives. To recall, a decade back the derivatives markets were already awash with exposures totaling over $150 Trillion, with 36% of these in the hands of British financiers while 15% were in Americans’ hands.
By 2001, the alarming projection was leaked out that derivatives will be inflated to exceed $350 Trillions within the new decade. At a time when the global economy was producing past the $40 Trillion in Gross World Product or GWP, it was sheer madness to consider debt papers of past $350 that could meltdown the globe in case of a gigantic bubble burst.
Europe was already flat on its back for a straight two (2) decades since after the collapse of the Soviet Union. Periodic stagflations and recessions have seen the rise of poverty incidence and, consequently, the re-emergence of neo-fascist movements.
Being strongly tied up to the U.S. economy, it was not surprising to realize that a contagion of the U.S. recession will surely hit Europe, which did happen. The ugly side of the formula was the aiding of ailing banks that were badly affected by the crisis, an intervention that was flawed and immoral as it entails using taxpayers’ money to aid criminal bank speculators.
Barely out of the U.S. contagion effect, Brussels was shocked to see that a new fire had started within the Eurozone— Greece to be exact. As this was happening, Spain also began to sneeze & cough, as some of its own banks (notably Santander) spiraled down bankruptcy scale. Other member-economies were also having their own financial crucifixions going by the early part of this current year.
If we diagnose what’s going on in the financial sectors of member states, we can easily pinpoint banks as hotspot fire sources. They were heavily into speculative pursuits, with enormous exposures to derivative operations.
Just exactly how that happened can be traceable to certain acts in the North by the mid-80s. Commodities markets have sprung up on that decade, even as a global recession took place then, threatening OECD economies. Liberal reforms were already permeating diverse sectors, and within the backdrop of liberalization, financial derivatives and equivalent portfolios were launched in mass scales.
Banks shed off their previous stance of inhibiting themselves from speculative pursuits. Soon they’d find themselves investing into every speculative games they could lay their hands into, inclusive of hedge funds operations.
Now, to fast track to the present, economists estimate that EU’s aggregate derivatives are within the range of $180-$200 Trillions, estimates that seem conservative. Measure this against the gross domestic product of EU at $13 Trillions, and you would be driven to ask: just exactly where will Europe get the funds to pay the hedged financials in case of bursts and massive bankruptcies?
If all of the hedge funds investors would ask for a forced payment of their total of, say, $200 Trillions more or less, who would pay for such debts? Where will the money come from? Is it morally right to extract taxes from European workers to pay up for the dirty debt papers in case? Is it likewise morally right to impose wage cuts on workers who were not the culprits in the virtual economy game in the first place?
Concerned Europeans should better rethink the Euro and ask whether the new currency really worked for their welfare. It is now clearer that the Euro was a sell-out idea and project, that it was launched to satiate the insatiable pockets of greedy financiers represented by the top financial houses there.
And Europeans better see how silly it is to allocate taxpayers’ money worth $1 Trillion to bail out ailing banks and industries hit by the rising meltdown. For measured against total debt papers of $180-200 Trillions, $1 Trillion would be ridiculously paltry.
Yet another ridiculous intervention is the austerity measure imposed by the IMF on Greece. We’ve had so many precedents of the deleterious effects of such measures on developing economies that aimed at eventually graduating from IMF programs as a salvation measure in the short run. While emerging markets are getting out of a burning house (IMF & austerity measures), Greece voluntarily entered this house. Unbelievable!
As per reports reaching my focals, Germany had the greatest exposures to Greece’s banking sector, with exposures running to hundreds of billions of euros. British financiers, on the other hand, have their hands full in Spain’s banks.
It isn’t difficult to forecast that the fire in Greece could spread to other eurozone economies. Not even the UK, which decided to stay out of the eurozone, will be spared from the bonfire. Spain is almost there now, and who knows what country will be next.
If banks and industrial conglomerates will simultaneously burn in all of the member-states of the eurozone, with total aid claims of past the GDP of $13 Trillions, then Europe will be on the brink of a continental inferno.
Concerned readers better think for yourself whether Brussels and the bureaucrats do have the right answers to the raging problems of Europe. Poverty incidences are now hitting past the 20% mark in member countries, while massive lootings of the financial and currency markets by predatory financiers take place every day in the continent.
Well, let’s all wait and see for what happens. Let us hope that a mad Nero bureaucrat wouldn’t appear to orchestrate the burning farther to infernal scale. That would bring a new nightmare to the whole planet if it happens.

RED REVOLT IN BANGKOK: OLIGARCHISM ASSAULTED
Erle Frayne D. Argonza
Good evening! Magandang gabi! Buenas noches!
The Red Shirts phenomenon in Thailand seems to baffle many observers world-wide. Accustomed as they are to seeing Thailand as a nation in moderation, they just couldn’t believe that a revolt just took place right at the heart of the nation: Bangkok.
Conditioned as they were by Establishment media, they continue to peddle the same blind thought about the Red Shirts as cult followers of the former premier Thaksin Shinavatra. True, the Red Shirts exalt the former premier to the pinnacle of heroism. But there’s more to the Red revolt than Thaksin, and those blind observers better rethink their nauseating contentions.
Thailand, like the rest of the developing world, tied up its economy to the global economy with great exuberance. The Thai state showed fidelity in instituting liberal reforms that quickly encumbered the country to the global economy and therefore played themselves into the hands of the financial cartels and ‘military industrial elites’ of the North.
By mid-1990s, it was clear that Thailand had departed from the cherished principles of the general welfare, the same principle that transformed backward regions into economic powers. The same cherished doctrines, which one finds in the teachings of spiritual masters (P.R. Sarkar, Vivekanda, Gandhi, Buddha, Baha’ullah, Sri Aurobindo), are also the ‘philosopher’s stone’ that can redistribute wealth to the greater masses.
Departing from those cherished principles would clearly spell the following hazards: (a) de-industrialization, agriculture decay, and mass lay offs; (b) destruction of national currencies upon their total subordination to currency markets dictated by the speculative maneuverings of global financiers; (c) huge income inequalities between the middle-to-upper brackets and the poorer working classes and rural food producers.
It is not surprising that in June 1997, Bangkok was the site of the 1st spark of currency attacks in the region by the cabal of George Soros & pals. What followed next was the Asian financial meltdown, and the rest was history.
Bangkok, or its technocratic-oligarchic coalition of rulers, sadly departed from the very teachings of the Lord Gautama who, 2,600 years back, showed the way to ‘right livelihood’ and proper living. The same oligarchic-technocratic elites likewise departed from the post-war interventionist policies that led to the re-structuring of its economy and could have, with more institutional strengthening, led to poverty elimination and a materialized ‘middle class dream’ for the Thais.
The revolt waged by the Red Shirts is therefore a re-declaration of the commitment to noble principles of the public welfare taught by the spiritual masters of the East. They were among those excluded from the globalization game, eking a life amid abundance accruing on select urban habitués and oligarchs.
Meantime, Thailand’s own oligarchs have clearly integrated their wealth pursuits to those of the global financial cartels, and their wealth keep on growing at the expense of the masses. King Bhumibol himself leads in the massive wealth accumulation as his exemplars, the royal houses of England and Netherlands, have taught his family the way to unhampered accumulation via a regime of liberalization, privatization, and deregulation.
The Royal Family in Thailand must be assessed by its own people whether it stood up clearly for the general welfare during its reign. Whether the same family still stands for Thailand’s interest, or for the interest of their personal pockets and those of their friends in the global oligarchy.
The Red Shirts, as I see it, is part of a worldwide chain of mass revolts against the global oligarchy whose godless global economy has been encumbering more folks down pauperism and hunger. It is much related to the people’s protests today in Greece that is suffering from the same greedy pursuits of the global oligarchs and austerity measures of the IMF.
Even if all of the revolting Red Shirts in Thailand were annihilated today, their termination will not mean death to the anti-oligarchy movement across the globe and in Bangkok. Justice is on the side of the Red Shirts no matter how violent and crude they may have behaved in the Big City.
It is doubtful whether the bureaucrats in Bangkok will manifest the political will to clip the powers of the local oligarchy, redistribute patrimonial wealth equitably, and reverse free market/free trade policies. The same bureaucrats, led by the British-twanged premier, are enjoying the fruits of their partnership with the oligarchy, so where does that lead them to?
Mark my word well: there will be more Red Shirt revolts across the globe with the passing of the months ahead. Let me repeat: the months ahead. The anti-globalization/anti-oligarchy wasn’t invented by the Red Shirts of Thailand, as they are merely among the embodiments of the ethos of the public welfare that is a global phenomenon as well.
Lucky enough if King Bhumibol and his minions of oligarchs will survive the judgement that will be cast upon them by struggling Thais in the months ahead. Bhumibol should better reflect on the Nepal experience: the handwriting on the wall of oligarchic monarchs and cronies.

ONE ASEAN: GET READY!
Erle Frayne D. Argonza
Good evening! Magandang gabi!
The dark clouds of the electoral contests are now getting clearer in the Philippines. With our polls settled and our elected leaders about to begin their mandates, I’d now depart from election-related advocacies and move back to the international-global arenas.
I have written quite enormously about international political economy and subsidiary themes for over two (2) decades. Even my blogging has been consumed with peregrinations on the international arena. So let me go back to this arena, even as I now clarify that I am a strong advocate of One ASEAN.
As I’ve elucidated in my past writings (see 2007-08 articles), I perceive the ASEAN as the larger polity to which my own country will return in the future.
The Philippines, Indonesia, Brunei, Malaysia, Singapore, the whole of island Southeast particularly, were largely creations of Western powers. They used to be part of the Majapahit Empire, the world’s wealthiest region before Western colonization fragmented it.
Being a strong believer in ASEAN unity, I am willing to shed off my hard-line Filipino nationalism and don the cloak of pan-ASEAN patriotism. Majapahit was the original nation to me and to those who resonate with the same worldview, and eager am I to see my country return to the Empire.
The Empire no longer bears that name today. Rather, it goes by the name of ASEAN, short for Association of Southeast Asian Nations. But it bears the same geo-political and geo-economic contours of the Empire before it fragmented.
A benevolent Empire it was, as it used the fiat of trade cooperation to get membership into the polity. That is, to be able to become a part of the Empire, concur trade with its nexus and prinzeps. This was a much different track from the typical military occupation used by other regional and world powers to expand their territorial confines.
If we reflect back on what our state players are doing here today, where they’re concurring agreements and treaties using the most civil means conceivable to get to a higher level of unity, the same means actually revives the consensus methods used by our peoples in antiquity. Today, no matter how diverse our political, economic, and cultural systems are, we are talking to each other here, which is reflective of a ‘dialogues of civilizations’ approach.
From state-to-state and civil society-to-civil society talks, let us move on to direct people-to-people talks in the region. People-to-people interactions precede people-to-people cooperations. I strongly contend that people-to-people cooperation should eventually be the base for state-to-state and civil society-to-civil society cooperation and no less.
State-to-state talks are quite slow in results, even if market players joined state actors to buttress the former stakeholders’ positions. In some areas of talks, such as those involving territories, snags are observed.
People-to-people interactions and cooperation will do much to accelerate state-to-state talks that get snagged for one reason or another. The same cooperation can also accelerate the building of a pan-ASEAN identity which should precede any writing of a general treaty that will unify the region at least economically.
People-to-people interactions have already been taking place in the region for almost 2000 years in fact. Western colonization may have diminished the scales of interactions for a long while, but that era of imperialism is much behind us now.
As states, market players, and civil society players are preparing for larger talks ahead, let us noble peoples of the region go ahead and expand the levels of talks to build greater mutual confidence, appreciation of each other’s cultures, and trust. Along the way, we have fellow Asians and global citizens who will support our efforts as true friends.
In any way we can, let us get to know each other better. Let’s set aside utilitarian gains (e.g. get to know Asean pals who can become network marketing partners) and interact based on a true call of our hearts, of our souls.
That way, we contribute to building our preparedness for the grand future coming. We just can’t be caught flat-footed, not knowing what’s going on in our larger backyard because we allowed state players to monopolize the talks.
Fellow ASEANians, let’s get ready!

WILL PHILIPPINE INSURGENCIES END SOON?
Erle Frayne D. Argonza
Magandang hapon! Good afternoon!
It is still poll day as of this writing, as the day’s polling time has been extended till 7 p.m. Poll-related incidence had accordingly dropped by 200% since 2004, an encouraging development amidst a backdrop of systemic violence.
What I’d reflect about this time is the insurgency question: whether the country’s decades-old insurgencies will cease after the installation of a new national leadership. The communist and Bangsamoro insurgents have been conducting peace talks with the Philippine state for a long time now, and there’s no question that insurgencies’ end is in the wish list of diverse stakeholders.
In a society where trust has been torn asunder by the prevalence of polarized mind frames for centuries now, it is understandable that insurgencies will persist for some time. Building mutual trust and confidence is therefore a sine qua non to the end of insurgencies.
Economistic apperceptions of insurgencies, such as to account them solely to high poverty incidence, would hardly hold water. Canada, for instance, is a prosperous country with good governance in place, yet a part of it (Quebec) almost bolted away from the Canadian state.
Addressing poverty, which is now at 33-35% incidence rate, is surely a must, added to food security. There is no denying that this has been on the agenda of peace talks, aside from the options for the livelihood of combatant insurgents when they go back to the mainstream in the case of a political settlement.
What we can see from the economistic discourse is that addressing poverty and social injustices would be good approaches to re-building trust and confidence. During the first two (2) years of the new political dispensation, there has to be a trickling down of incomes to enable poverty reduction, which should convince the insurgents of the sincerity and competence of the leadership in handling the socio-economic malaise of our society.
Furthermore, there has to be relentless efforts made by civil society, church, state, and philanthropic groups to build a culture of tolerance and peace. Peace talks shouldn’t be left to government and insurgents alone, in other words, but should involve the broadest sector of society.
The building of mutual trust, confidence, and contextual building of peace and tolerance, will redound to constructing greater civility and cooperation. A ‘dialogue of civilizations’ is a broad manifestation of a culture of peace and tolerance permeating the private sphere, which is a cherished human condition by the peoples of the world.
Insurgents are incidentally growing old, and are getting weary of the war itself. They want peace, and this is a boon to the peace talks. In our day-to-day conduct of affairs as a people, we should continue to build trust in the private spaces of our lives. This, we hope, would encourage insurgents to forge new social arrangements with us on a people-to-people basis, a step that would bring us closer to a high-trust environment.
We must also continue to exert pressure on the Phiippine state and insurgents to continue to dialogue and put a time limit to the peace talks. Peace talks have already dragged on for decades, so maybe it would prove fruitful to put a time cap on the talks. We can use organizational instruments that we have, such as professional, crafts, and civil society groups.
Let us hope that we don’t have a hawkish regime forthcoming. A regime of hawks would be anachronistic to the overall trend today of higher expectations for peace and a sustained dialogue between state and insurgents.
We are all running against time today, even as we citizens of an war-torn country are tired and weary of the wars. New weapons of mass destruction, such as the Tesla Earthquake Machine or TEM, are moving out of assembly lines, and sooner or later they would be traded via organized crime groups to hot-headed insurgent and jihadist groups locally.
A wish indeed, let us hope that the two (2) insurgencies will be settled finally, with the former rebels integrated into the mainstream to participate in parliamentary politics and civil society engagements. This will give us breathing spaces we need to concur more social cooperation and economic amelioration in the short run.
With the large insurgencies gone, the police & military forces can then focus their efforts on clamping down jihadist movements that we perceive as illegitimate or criminal groups. In no way should government negotiate with groups that possess warped sense of community and are unwilling to recognize the full import of dialogue and tolerance.

ELECTORAL FULFILLMENT/KUDOS TO NEW LEADERS
Erle Frayne D. Argonza
Good afternoon! Magandang hapon!
I’ve been writing about the Philippine poll exercise since December of 2009 yet, as well as social issues that have direct bearing on the agenda of governance of political groups and candidates. The poll canvassing is ending tonight, and so will I end my notes too about the matter. Suffice me to write just one more piece before I move on to other substantive topics.
I am experiencing a sense of fulfillment with the polls here in the Philippines. It is the first automated polls in history, and despite the glitches and isolated violence cases, the poll exercise has been a fairly successful one. I’d grade it at 2.00 or 80%.
Being an advocate of the nationalist agenda, an agenda that is progressive in my country, I was inclined to support a group or coalition of candidates whose platforms are based on economic nationalism and the general welfare principles that redound to a prosperous people and strong nation.
The coalition I supported seems to have won just about 25% of national seats (prex & vp lost, 4 senators won), and I have no complete picture yet of the local level performances. Nonetheless, I am wholeheartedly accepting the outcome of the polls, even if my top exec choices lost.
I’d say to my fellow nationalists who lost the polls: better luck next time. Oil your machineries well, wage an ideology-based campaign from beginning to end, and be prepared for the next battle. We have fellows who won, let them maneuver within the confines of the public sphere (legislative & executive arenas) to advance the nationalist agenda bit by bit.
I have no sympathy at all for the winning presidential candidate, Noynoy Aquino, for reasons I’ve already advanced in many past articles. But for the sake of harmony and unity of purpose, I am willing to give his leadership a chance to show mettle and deliver the ‘public goods’ demanded of his leadership, for a period of one (1) year from his oath-taking.
I’d extend my own congratulatory notes to the Commission on Elections, SmartMatic (automation contracting party), PPCRV (watchdog group), various political parties, civil society groups, and all the stakeholders involved in the polls for the overall success of the electoral contest.
True, there’s a 20% gap in the contest that is accounted by isolated violence, vote buying, jammed electoral machines, and other related glitches. The gaps should be properly itemized and addressed to ensure a better performance comes 2013, the next poll season (assuming that there will be one by then).
To the new leaders, most especially at the national level, may you have the prudence and political will to solve our lingering and emerging problems. You just may not have all the time in the world to solve them, but go ahead and fulfill what you can deliver within the limits of your respective mandate.
Good luck to the new national leadership! Peace and prosperity to my fellow Filipinos!

POLL FIASCO 2010
Erle Frayne D. Argonza
Good afternoon from the city of Antipolo, a seat of the Divine Mother!
The entire country is agog today with the seemingly chaotic conduct of the first automated polls in history. There has been a lot of excitement going due to the computerization technology, but this excitement was dampened along the way by the fiasco in the processes.
There surely are positives to the year’s synchronized national & local polls. Computerization, voters’ vigilance, widened mass media coverage, public forums & debates, and signs of institutional strengthening (of the polls commission) are among those that can be readily cited.
Never mind if the media has been biased for certain candidates and parties, and journalists have been displaying their ‘intellectual prostitution’ as paid mercenaries of an oligarchic press. The broadened media coverage has brought poll campaigns one step higher in the rung of electoral modernization, which we must welcome.
The list of phenomena that continue to dampen the luster of the polls in the Philippines are:
• Election-related violence. Already, around 82 poll-related violent incidents took place. I’ve added those dead in Abra, Isabela, Cavite ARMM. The fatalities will climb yet till tomorrow, 11 May, though overall deaths went down 200% since 2004. Continuous building of a culture of peace and platform-based campaigns will bring down violence next time around.
• Vote Buying. Rampant vote buying were reported by vigilant citizens. Some politicians accordingly paid the voters of their opponents so that they would no longer go to the poll precints to cast their votes. Voters’ education should be waged relentlessly, an effort that had already been showing positive results so far.
• Private Armies. Armed goons and security personnel of politicians were seen across the archipelago from north to south. Brandishing guns like Wild Wild West thugs, at a time when a gun ban is in place. Building a culture of peace and strengthening institutions of peace & order will eradicate private armies in the short run.
• Poll Process Glitches. Precints that can’t be located, voters with names disappearing on the official list, disabled persons unable to get assistance to get upstairs for voting purposes, poll computers that jam, too slow voting pace, and more. Assigning an information team and installing a precint locator map at the school entrance (venue of polls), improving registration processes, and further improving automation hardware and software would hopefully correct these glitches next polls.
• Flying Voters/Multiple Registration. Vigilant citizens reported of flying voters. Some politicians think they can still sustain this old fogey dirty operations. This seems to jibe with double or multiple registrations for many voters, showing how the poll commission has been remiss in rectifying the registration list. Strict enforcement of rectification of multiple registrations, which already began, should be followed through to prevent the problems cited.
• Fraudulent Poll Surveys. Survey companies have shown signs of fraudulence in the survey results. Their methods of conducting the surveys were far from scientific, even as the results were intended to simulate a band wagon effect for favored candidates and parties. This had almost irreparably destroyed the reputation of surveys altogether. Criminalize fraudulent polls, and secure the services of an independent panel to assess poll methods and results can hopefully correct survey crimes. Besides, voters should be educated to vote based on conscience rather than based on poll ratings.
• Personality Politics. It is still a personality-based politics all the way, from national down to local campaigns. Enforce in full the modernization of political parties, to strengthen platform-based campaigns altogether. Strictly ban turncoatism, disqualify turncoating candidates, and ensure an ideology-based social marketing by competing groups.
• Party List Abuse. Party list groups, supposedly representing marginal sectors, have become a victim of abuse by big-time politicians serving as a party’s top candidates. A public consensus, translated into an enabling law, should identify what the marginal sectors are. Also, those leaders who rose from the ranks of the same marginal sectors, should be the ones recognized by the poll commission. Party list groups led by big-time politicians should be banned from participating in the political contest.
Electoral reforms are still a viable option in this country. Slow indeed is the pace of reforms, but with diverse stakeholders participating in making the poll reforms work and in identifying viable decision tracks for election conduct, the country can move on in this arena of political institutionalization and modernization.
Lastly, I am preparing myself to accept the outcome of the polls. Provided that the overall conduct of the year’s polls will receive a passing grade of at least 3.00. Which means, despite the fiasco and imperfections, election is an appreciable democratic exercise that is much better than the option of dictatorship.

PADERANGA & CO.: NOYNOY’S LIST OF INTELLECTUAL PROSTITUTES
Erle Frayne Argonza y Delago
Magandang hapon! Good afternoon!
In previous articles I tackled topics of (a) ‘crocodiles in Noynoy’s camp’ and (b) economists serving as consultants who crafted Noynoy’s agenda of governance (see: IKONOKLAST: http://erleargonza.blogspot.com).
I articulated in the first article that I almost supported Noynoy, driven as I was by the passion of post-Cory burial’s grief. In the months of September-October 2009, I began to uncover information about the people who were behind Noynoy’s candidacy, particularly the paid experts doing his agenda.
Added to the political factions and Kamag-anak Inc., the crocodiles surrounding Noynoy—who are in fact calling the shots in his candidacy and campaign—seem just too many to behold. By late October I simply lost my enthusiasm for supporting Noynoy and the Yellow Shirts, who to my mind were up to amassing largesse once they sit in power.
Words reached my ears about paid experts who were tasked to write the agenda of Noynoy and Erap (Estrada). An old co-teachers’ advocate from the UP NCPAG intimated to me that he was also among those who were being invited, but declined to do so, and instead referred experts he knew to the Noynoy camp. A lady professor from UP SOLAIR flatly told me that she was tasked to write the social agenda for Erap, and jokingly told me that “maybe you will draft the agenda for Noynoy or whoever.”
Quite recently, a group of economists openly endorsed Noynoy Aquino, an eventuality that has titillated the Noynoy supporter. Little do the same supporters know that the same experts were in fact involved in drafting Noynoy’s agenda, with a quid pro quo of taking the juicy positions and amassing largesse in the event that Aquino wins the presidency.
I wasn’t surprised at all to find out that the endorser economists—who made it appear that they are doing the endorsement as independent intellectuals—are in fact an entourage of experts with a track record of intellectual prostitution (see my article “Paderanga, Economists: Noynoy’s Intellectual Prostitutes).
The list is reproduced below, so people will know the WHO IS WHO in the line up of bureaucrats and advisers that must be zealously guarded in case Aquino wins the presidency. This is just a preliminary list, mind you. The factions of Prof. Mario Taguiwalo (UP School of Economics), former trade Sec. Purissima, and Albay Gov. Salceda (he’s bringing his own coterie of stooges) are not included in the list.
One would wonder how poverty can be alleviated and hunger be eliminated in case that the crony economists will take over the bureaucracy. As I said earlier, the leading economists (contained in the list) were responsible for liberal economic reforms—imposed by the IMF-World Bank Group—that led to more poverty, hunger, degradation of health services, and inequalities.
The likes of Alba and Paderanga served government before, and facts are so glaring about the ballooning of poverty with their kinds at the helm of state agencies. They fattened the purses of Big Capitalists & Landlords, their purses got fattened by the same capitalist-landlords, they sit in the board of the big business cronies, and what business have they eradicating poverty?

CRIMINALIZE FRAUDULENT POLLS SURVEYS
Erle Frayne D. Argonza
Poll experts are intellectual prostitutes. This is the most precise attribution we can give to the “experts” who conducted the poll surveys in this country, and probably in other countries as well. It is now turning out that they are experts in doctoring data and are in league with the criminal forgers at Recto Avenue in old Manila.
As it now appears, poll surveys are not exactly meant to reflect the state of voters’ perception at the time they were conducted. The PulseAsia, for instance, is owned by Raffy Lopa, a Kamag-anak Inc. (blood relative) of Noynoy Aquino who is running as a presidential candidate for the Liberal Party.
Can we expect fair game from the poll survey companies, notably the PulseAsia and Social Weather Stations? Now that it is becoming much clearer that the surveys rig public perception results to favor certain personalities and political blocs, we may rest assure of the result of the coming 2010 elections.
We do wonder whether the research personnel of the said companies did conduct field work in the other regions of the country for data gathering. It is getting clearer that no such actual field works are done, the same field works largely concentrated in metropolitan Manila.
The survey results are purely forged data. Being disinformative, the results are pure insidious LIES.
It may be high time for the state to investigate dubious researches, with the maximum aim of criminalizing fraudulent research. The public better raise eyebrows whenever the SWS and PulseAsia publish results from hereon.
Observably, commercial sex workers sell only their bodies for money, while intellectual prostitutes sell their souls to the highest bidders. Thus said, those intellectual prostitutes are as obnoxious as filthy swine.

PEACE BONDS: CROCODILES & NOYNOY BONDING
Erle Frayne D. Argonza
Good evening Fellows! I’m gladdened by the petering in of thunderstorm rains in mega-Manila. The coming end to the hot dry spell spawned by El Niño is in sight, bringing with it a celebratory mood of sorts. Let me cap today’s mood with the peace bonds story.
The ‘peace bonds’ in the Philippines have got nothing to do with peace initiatives to end the decades-old insurgencies. They are financial instruments initiated by a coterie of NGO racketeering ‘intellectual prostitutes’ in the mid-90s, during the term of Fidel Ramos as president (‘92-‘98). The top honcho of those racketeers is former social welfare secretary Dinky Soliman, now among Noynoy Aquino’s avid supporters.
That decade began with fragmentations of civil society’s major political blocs, from the center Right/Center Left social democrats to the far Left Marxist groups. The insurgent groups weren’t spared of the fragmentations themselves, from north to south of the archipelago we experienced political quakes that tore solid movements asunder.
Being among the far Left groups then, though a moderate among hardliners, I recall well that our coalitions were in the process of brainstorming creative approaches to financing our NGOs’ operations. Europe’s donor streams were drying up as the traditional sources re-channeled a humungous lot of their grant funds to Eastern European countries (for recovery after the collapse of Stalinist states).
The fragmentations caught some of us quite off-guard. Those finance-savvy colleagues of mine joined splinter groups in the progressive forces, with moderate Marxist groups going to the extent of coalitioning with moderate anti-Marxist social democrats or ‘socdems’.
Among those finance-savvy groups were development workers represented by the likes of Dinky Soliman, then among the leading cadres in the ‘socdem’ blocs. News reached my ears that the NGO financier racketeers hatched new instruments such as debt swaps and alternative bonds to finance their groups’ operations.
The peace bonds were hatched from the side of the bloc/coalition represented by Soliman then. Luck of all luck, her brother Isidro Camacho, a financial wiz kid from the banking sector, was appointed as Secretary of Finance by the incumbent chief exec Fidel Ramos.
Around the years 96-98, series of experimentations on the use of debt swaps began to take off. The peace bonds came at the tail end of the Ramos regime and overflowed through Pres. Erap Estrada’s era. To recall, there was the coalition gravitating around the A.R.E. (as the achronym went) mandated to handle the peace bonds.
The scheme called for government to consider funneling funds to civil society groups whose programs would parallel state efforts at economic reforms. The agrarian/food production sector was eyed as the entry point for peace bonds operations, with the funds guaranteed by government itself.
Peace bonds were supposedly initiated to benefit the broadest of marginal sectors and diverse groups that represented them. But as we know it in practice, it was largesse meant only for a certain coalition of political blocs and NGO cronies. It was as huge as a couple of billions at its inception, with nary a public monitoring of where it went thereafter.
Groups representing competing political blocs were a no! no! among the beneficiaries (read: no matter how sincere is your group, you’re disqualified). Experts (professionals, consultants) who were outside the ambit of the controlling group (Soliman & coy) were blocked from participating in the projects (read: no matter how good is the curriculum vitae you submitted, which they will accept, you’re an outsider).
The likes of Dinky Soliman not only benefited from the huge financial largesse, they also landed in the Gloria Arroyo government as top officials. Soliman herself got the plum post of social welfare secretary, an exposure that will endear her to more funding agencies including sources of Official Development Funds or ODA.
Soliman & coy were among the ‘cry wolf’ termites inside the Arroyo government. Dark opportunists all, they bolted the Arroyo government, joined the likes of Drilon & Purissima in drumbeating their ‘cry wolf’ moralizing pretensions. They bolted for no other reason than that, should Arroyo be overthrown, they can regain their former posts in the new administration. (They formed a curiously named Black & White Movement.)
The same financial racketeers were among those who drafted the ‘social reform’ aspect of the agenda of governance of the Liberal Party (the same being mouthed by the mediocre Noynoy Aquino). Needless to say, the same opportunists have released salvos of anti-corruption campaign mottos and calls on Noynoy Aquino’s opponents.
For people who knew where the likes of Soliman are coming from, they’re surely puking at hearing financial mercenaries and crocodiles bandying ‘anti-corruption’ or ‘good governance’ mottos. The mottos are mere clichés, and don’t speak of the true inner states of the crocodiles flaunting them.
Well, the least we can say is that “birds of a feather come together.” Crocodiles bond with fellow crocodiles, and they’ve flocked en masse inside the Noynoy Aquino & Liberal Party camp.

NOYNOY’S REPRODUCTIVE HEALTH, PRODUCTIVE LOTHARIO?
Prof. Erle Frayne D. Argonza
Magandang hapon! Good afternoon!
Noynoy Aquino of the Liberal Party, the country’s emerging conservative-to-fascist pro-global elite political formation, had delivered his piece about reproductive health. I wonder how deep is the senator’s knowledge about the issue, given the fact that his academic prowess and empathy are mediocre. He never had graduate schooling, did he? And does he not suffer from low emotional intelligence, being ill-tempered as his former classmates describe him?
Whenever Noynoy talks about the issue, one wonders whether he is unconsciously speaking from where he is situated women-wise. His verbiage reveals how he perceives and treats women, in other words. He does project a reduction of reproductive health to being healthy enough to procreate with women, with the subtle message that, for bachelors and single women, be careful enough to avoid unwanted pregnancy no matter how much you consummate sex.
The public knows for a fact that the father of Noynoy—the late Ninoy Aquino—was a lothario. Given the fact that Noynoy hasn’t married yet, and he isn’t getting any younger, observers are behooved to think that this senator regards women as mere toys who should be circulated among men, more so the men he knows.
It just doesn’t sound nice to talk about the private life of politicians, but since the issue of reproductive health and women’s issues are among the raging public issues, we cannot avoid scrutinizing the way political candidates have manifested their relationships with the opposite set.
A liberated man perceives a woman as co-partner in family, community, society. In contrast, a machismo or feudal man regards women as mere subordinates, as objects for man’s control and manipulation. A sociopathic man would normally beat a woman so sadistically, and a such a man is the stuff that makes up an ‘authoritarian personality’ or fascist.
I just wish that women’s groups would do their job to administer a ‘gender relations audit’ on the top political candidates to check out whether each one of them makes to the grade of normal, gender empowering kind of persons. A person like Noynoy, who suffers from psychiatric maladies as per reports filtering out as internal information, is hardly any man who would fit into a normal gender-empowering partner.
Let’s take that narrative about Charlotte Datiles, a graduate of Miriam College (she was my former student in ’84 when I taught in Miriam). Datiles was having an amorous relationship with Noynoy when she tragically died during a coup attack by the RAM-YOU in the late 80s. Just what sort relationship was that one, women should ask? What was the circumstance that led to that tragic event? Wasn’t Charlotte one of those being circulated among men (bless her departed soul)?
Now, how about Korina Sanchez, whose nuptials with Mar Roxas finally ensued (thanks God!)? Didn’t Korina got involved in an erotic bond with Noynoy Aquino for some time? And after Noynoy, didn’t Korina get involved with another Aquino, a brother of Butz, for eight (8) years or so? After that affair (to remember? to forget?), Ms. Sanchez finally landed in the hands of the Don Quijote d’ Cubao estate, Mar Roxas?
If you’d complete the jigsaw that comprises Noynoy’s women, notably their circulation among men, one would think that they are akin to the indigenous women of Brazil that were studied by the late social anthropologist Claude Levi-Strauss. Prof. Levi-Strauss theorized that the “circulation of women” explained the complex kinship and marriage structures among his subjects.
Quite revealingly, Noynoy and the men that he represents seem to have more in common with ‘primitive’ men of Brazil than with the post-modern, urban men of the present. And yet here is Mr. Aquno exuding the image of a contemporary man, isn’t he?
For an unsolicited advice, the women’s groups led by Gabriela should better investigate the ‘gender relational performance’ of Noynoy. And investigate now, before it would be too late. That test should be done in addition to administering Noynoy the ‘Adorno scale’ to test his level of ‘authoritarian personality’ (scale of fascistic behavior).
If Noynoy is manifesting pro-choice and pro-population control standpoints, and he is not passing in psychiatric health and shows fascistic (authoritarian) tendencies, then his behaviors dovetail on the manner of his handling of women.
Noynoy is nobody’s Mr. Clean woman-wise, he is no Mr. Clean for that matter even as he is no spiritual seeker who had quite ascended in the Path. As I articulated in a previous article, his moralistic inquisitionism is a manifestation of fascistic tendencies, akin to the fascistic tendencies of the ancient Knights’ Templars and Teutonic Knights (Nazis’ exemplars for their hubris, sadism, arrogance).
I wonder what the pro-Noynoy women’s groups (are there any true feminists there?) will counter if the mass media will pick up the questions raised, do investigative journalism, and expose the true nature of Noynoy in his handling of women. For now, they are lucky that no howl has been raised yet about the matter by Noynoy’s political adversaries.
